Job Overview:
The consultancy position aims to provide technical support to the WHO Health Emergencies Programme (WHE) with a focus on enhancing regional health emergency prevention, preparedness, response, and resilience. The consultant will play a crucial role in advancing operational readiness and supporting the development of International Health Regulations (IHR) core capacities. This position involves facilitating connections between regional and global initiatives, as well as contributing to program monitoring and evaluation (M&E) and reporting. The consultant will be expected to engage in activities that strengthen public health emergency readiness, including surveillance, community protection, clinical care, and emergency coordination. The role requires collaboration with various stakeholders and technical teams across the WHO Regional Office for the Western Pacific (WPRO) and other relevant entities.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:

• Supporting regional readiness through IHR core capacity development, which involves conducting a landscape assessment of regional operational readiness assets and tools, documenting the consultation process, and drafting a paper on operational readiness options.
• Assisting in the development and operation of a monitoring and evaluation (M&E) framework, including creating data collection tools and a database for managing data.
• Drafting at least two donor reports and funding proposals to support the Emergency Management and Administration (MGA) lead, while maintaining a tracker for the Global Health Emergency Corps (GHEC) project.
• Connecting regional initiatives with global initiatives, such as i-MCM-net and BioHub, and providing summary reports and meeting documentation. The consultant will work closely with technical teams and stakeholders to ensure effective communication and implementation of these deliverables.

Required Qualifications:
Candidates must possess an advanced university degree in a health-related discipline, medicine, or social science from a recognized institution. Essential qualifications include a minimum of 10 years of experience in the health and private sectors, specifically in development, manufacturing supply chain, and access to medical countermeasures (MCMs). Experience at the international level is crucial, and prior experience with WHO or the UN Common System is desirable. Candidates should have a proven track record of delivering timely results for WHO and experience in drafting UN/WHO reports, donor reports, and funding proposals.

Educational Background:
The educational background required for this position includes an advanced university degree in a health-related field, medicine, or social science. This educational requirement ensures that the consultant has the necessary theoretical knowledge and understanding of health systems and public health principles, which are critical for the role.

Experience:
The position requires a minimum of 10 years of relevant experience in the health sector, particularly in areas related to development, manufacturing supply chain, and access to medical countermeasures. Candidates should have experience working at an international level, demonstrating their ability to navigate complex health systems and collaborate with diverse stakeholders. Previous experience with WHO or the UN Common System is considered an asset, as it indicates familiarity with the organization's operations and expectations.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the regions in which the WHO operates. Strong communication skills in English are essential for drafting reports, proposals, and other documentation, as well as for effective collaboration with international partners.

Additional Notes:
The consultancy is home-based, with international travel anticipated to Manila and participation in the global i-MCM-Net Partners meeting. The remuneration for this position is set at Payband level B, amounting to USD 9,000 per month. The duration of the consultancy is 11 months, from February to December 2026, with the possibility of extension based on funding availability.
