Job Overview: The Partnerships and Resource MobilizationIndividual Consultant will play a crucial role in supporting UNFPA Philippines in expanding partnerships and optimizing resource mobilization efforts. The consultant will be responsible for developing and implementing strategies to secure new collaborations that align with UNFPA's mandate. This includes enhancing resource mobilization through strategic planning and engaging with donors to increase funding for programs focused on sexual and reproductive health and rights, gender equality, and youth empowerment. The consultant will also ensure the quality of proposals and donor reports, contributing to the overall effectiveness of program delivery. The position requires proactive engagement with various stakeholders, including government agencies, private sector partners, and international organizations, to identify opportunities for collaboration and funding. The consultant will work closely with the Country Office management and other program units to analyze the political, social, and economic environment relevant to UNFPA's work, ensuring that resource mobilization efforts are aligned with the organization's goals and objectives.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Reviewing and updating the Country Office Resource Mobilization Strategy to align with current priorities and opportunities.
Conducting analysis and research on donor strategies and priorities to inform resource mobilization efforts.
Reporting regularly on fundraising efforts and lessons learned to improve future initiatives.
Liaising with the Resource Mobilization Branch and other relevant divisions to address funding issues.
Advising the Country Office on co-financing procedures and guidelines to enhance funding opportunities.
Supporting the development of high-quality proposals and ensuring accurate reporting to donors.
Preparing relevant documentation for advocacy and resource mobilization efforts, including project summaries and donor profiles.
Monitoring global, regional, and national calls for proposals related to UNFPA's work.
Establishing and maintaining a broad network of contacts to stay informed about developments in the field. 1
Assisting the Country Office in diversifying the resource mobilization ecosystem, including exploring domestic resources and new financial mechanisms. 1
Engaging with the private sector to advance partnerships and initiatives relevant to the Country Programme. 1
Actively designing engagement activities with new partners in collaboration with management and program units.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
An advanced university degree in Social Sciences, International Development, International Relations, Public Health, Gender Studies, or other relevant fields, with at least two years of relevant experience. Alternatively, a first-level university degree in the same fields with four years of relevant experience may be accepted.
Proven experience in fundraising or resource mobilization with donors, demonstrating a strong understanding of the funding landscape.
Experience in engaging with the private sector is desirable, showcasing the ability to build partnerships that enhance resource mobilization efforts.
Excellent interpersonal and communication skills, with fluency in English both orally and in writing.
Strong writing skills, with the ability to produce clear and concise documentation.
Initiative, sound judgment, and the ability to work harmoniously with staff members from diverse national and cultural backgrounds.
Educational Background: Candidates must have an advanced university degree in Social Sciences, including International Development, International Relations, Public Health, Gender Studies, or other relevant fields. Experience in working with the private sector is considered an asset, as it will enhance the consultant's ability to develop partnerships that support UNFPA's initiatives.
Languages: Fluency in English is mandatory for this position, both in oral and written communication. The consultant will be required to submit monthly accomplishment reports to the supervisor, detailing progress and achievements. The position may involve field missions as applicable, and the consultant will report directly to the Country Representative.
