Job Overview:
The consultancy position is designed to pre-qualify experienced professionals to support the Health Policy and Strategy (HPS) unit within the Division of Health Systems (DHS) at the WHO Regional Office for the Western Pacific (WPRO). The primary focus is on health financing and governance, with the consultancy pool being utilized to provide technical assistance to Member States in developing and implementing equitable and sustainable health financing strategies. The role involves conducting both quantitative and qualitative research and analytics to aid in the formulation of health financing policies and reforms. Consultants will work remotely or may be deployed to Member States as needed, under the supervision of the HPS Health Economist/Technical Officer for Health Financing. Successful candidates will be added to a Consultancy Pool and contacted for opportunities as they arise, with the pre-qualification process lasting for two years.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks aimed at supporting WHO's health financing initiatives. Key duties include:
  • Supporting timely and quality data collection and research for health financing technical products, including producing health financing analytics for selected countries.
  • Producing reports, policy briefs, and other relevant technical documents to support health financing policies and reforms.
  • Facilitating and participating in WHO health financing meetings, workshops, and webinars aimed at capacity-building and sharing experiences across countries.
  • Delivering in-country missions and training activities for health financing and governance.
  • Contributing to the development of best practices documents and facilitating expert workshops and online training programs. The specific deliverables will vary depending on the consultancy and may include producing health expenditure analytics and methodological studies as required.

Required Qualifications:
Candidates must possess a strong knowledge base in health financing, particularly in primary healthcare financing, social health insurance management, and donor transition. Essential skills include the ability to work effectively in a multidisciplinary team and communicate with diverse audiences. Strong technical and analytical skills in health financing are also required, along with excellent written and oral communication skills and effective presentation abilities.

Educational Background:
A university degree in statistics, financial management, economics, demography, public health, or a related field is essential for this position. Candidates must have a solid educational foundation that supports their understanding of health financing and governance.

Experience:
Candidates should have between two to five years of experience in providing regional and country support for health financing and governance, preferably within the Western Pacific Region. Experience should demonstrate a comprehensive understanding of health financing support mechanisms and the ability to engage with various stakeholders effectively.

Languages:
Fluency in English is mandatory, encompassing reading, writing, and speaking skills. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
The consultancy is home-based, with the possibility of travel to the Regional Office and selected countries based on the agreement during the recruitment process. The consultant will primarily provide technical support remotely, with in-country missions as needed. The remuneration for this position ranges from USD 3,955 to USD 6,980 per month, depending on the terms of reference and the consultant's qualifications. The expected duration of consultancies may vary from 6 to 11 months. This vacancy may also be used to identify candidates for other similar consultancies at the same level.
