Job Overview: The Digital Technology Officer position is a critical role within the Digital Sector Office (DIG) of the Sectors Department 2 (SD2) at ADB. The officer will be responsible for providing technical, operational, and coordination support to implement ADB's digital transformation agenda. This includes supporting ongoing digital operations and technical assistance in the Philippines, providing regional support for digital initiatives, and contributing to business development and pipeline expansion. The role requires a focus on ensuring that digital elements of sovereign projects and regional initiatives are well-designed and effectively implemented. The officer will also engage in procurement processes, partnerships, and coordination with government agencies and development partners, making this position vital for the successful execution of ADB's mission in the digital sector.
Duties and Responsibilities: The Digital Technology Officer will have a comprehensive set of responsibilities, including:
Supporting the execution of ongoing and planned programs in the Philippines by providing operational support for digital components of ADB-financed projects and technical assistance. This involves monitoring implementation progress, managing procurement and contracts, and coordinating with executing agencies.
Assisting in regional digital support by preparing and implementing regional technical assistance related to digital public infrastructure, AI readiness, and cybersecurity.
Engaging in business development and upstream country engagement by identifying digital transformation opportunities and supporting pipeline planning.
Coordinating with stakeholders, including government counterparts and development partners, to align digital investments and identify partnership opportunities.
Contributing to knowledge support and sector analytics by developing digital knowledge products and conducting assessments relevant to the Philippines and South Asia.
Ensuring internal coordination and reporting by preparing briefing notes, mission documents, and progress reports, while maintaining updated analytical inputs on the digital sector.
Required Qualifications: Candidates for the Digital Technology Officer position must possess a Bachelor's Degree in Information Technology, Cybersecurity, or a related field, preferably with advanced training. Additionally, at least 8 years of relevant experience in digital transformation, ICT project implementation, digital government, cybersecurity, or data governance is required. Experience in project implementation, procurement, and contract management for digital systems in a government or development context is essential. Familiarity with digital sector challenges in the Philippines and/or South Asia is advantageous, along with experience in identifying and implementing public-sector projects and technical assistance. Strong coordination skills and experience working directly with government agencies are also necessary. Proficiency in both spoken and written English is mandatory.

Additional Notes: This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
