Job Overview:
The Associate Staff Development Officer position is situated within the Learning and Development Unit (BPOD-LDU) of the Budget, People, and Management Systems Department (BPMSD) at ADB's headquarters in Manila. This role is pivotal in leading the Sector and Thematic Learning (STL) programs under Technical Learning and Development. The officer will work closely with various sector and thematic offices, the Climate Change and Sustainable Development Department (CCSD), and external stakeholders to enhance the capacity for innovative sectoral and cross-sectoral learning and development initiatives. The position requires a proactive approach to program planning, design, implementation, and evaluation, ensuring that the learning strategies align with ADB's mission to promote sustainable development in the region. The officer will also be responsible for managing budgets, overseeing program delivery, and ensuring compliance with ADB guidelines and policies, making this a critical role in the organization’s learning and development efforts.

Duties and Responsibilities:
The Associate Staff Development Officer will have a comprehensive set of responsibilities, including:
  • Program Planning and Design: Act as the primary learning partner between BPMSD and Sector Departments (SDs) / CCSD on learning strategy, programming, and budget. Contribute to the design of a portfolio of STL programs tailored for ADB staff. Identify training needs through analyses and collaborate with stakeholders to design new programs or modify existing ones as necessary.
  • Program Implementation and Management: Supervise the delivery of STL programs, ensuring adequate participation across ADB Headquarters and Resident Missions. Ensure that programs are accessible via Excellerate, ADB's Learning Management System, to track participant registration, completion, and evaluation. Coordinate with program organizers and relevant departments to ensure adherence to ADB guidelines and policies.
  • Program Evaluation: Assist in evaluating program effectiveness by analyzing participant feedback and providing recommendations for future improvements.
  • Budget, Systems, and Processes: Oversee budgets for managed programs, update program schedules, and support the enhancement of L&D systems and processes. Ensure that program completion reports are documented for evaluation and analysis.
  • Other Administrative Functions: Supervise consultants as needed, providing direction and oversight. Address queries regarding L&D programs, policies, and processes, and perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree in human resource management, learning and development, or any relevant sector or thematic discipline, with advanced training preferred. A minimum of 5 years of relevant work experience in the research, design, organization, coordination, implementation, and evaluation of training programs is required. Supervisory experience is preferred, along with a background in client-facing roles that demonstrate an understanding of client needs and the ability to provide effective learning and development solutions. Experience in managing learning and development programs, particularly in sector and thematic learning, is considered an asset. Excellent written and verbal communication skills in English are essential for this role.

Educational Background:
The educational background required for this position includes a Bachelor's degree in human resource management, learning and development, or any related sector or thematic discipline. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge relevant to the role.

Experience:
The position requires at least 5 years of relevant work experience, specifically in the areas of research, design, organization, coordination, implementation, and evaluation of training programs.
