Job Overview: The Deputy HR Coordinator plays a crucial role in supporting the strategic and operational management of human resources across the Syria Mission. Reporting to the HR Coordinator, this position is responsible for the effective implementation of HR policies, ensuring compliance with local labor laws, and providing quality support to field HR teams. The Deputy HR Coordinator will coordinate national staff HR processes, strengthen HR systems, and promote a consistent, transparent, and responsive HR service delivery across all bases. This role also involves contributing to capacity building, risk mitigation, and the overall development of the HR function in a complex and evolving context, particularly in light of the ongoing transformation of SI's operational model in Syria.
Duties and Responsibilities: The Deputy HR Coordinator's main tasks include the development and implementation of national HR policies, ensuring compliance with local labor laws, and monitoring the implementation of HR policies. The role involves participating in project openings and closings from an HR perspective, ensuring job descriptions are appropriate and coherent, and conducting yearly compensation and benefits benchmarks. The Deputy HR Coordinator will represent the HR department in meetings with authorities and other NGOs, conduct regular field visits to support HR teams, and provide ongoing technical support to field HR focal points. Additionally, the role includes ensuring contract management aligns with national labor laws, conducting trainings for HR teams, overseeing the implementation of Internal Staff Regulations, and managing personnel data for audits. The Deputy HR Coordinator will also compile monthly statistical HR reports, act as the HR focal point with Syrian authorities, and represent HR in coordination meetings.
Required Qualifications: Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Labor Law, or a related field. A minimum of 5 years of experience in the humanitarian sector, particularly with international NGOs, is required, along with at least 3 years in a Human Resources management role with increasing responsibilities. Strong knowledge of national labor laws and experience liaising with local authorities are essential.
