Job Overview:
The National Consultant for Terminal Evaluation will be responsible for conducting a comprehensive evaluation of the Climate Resilient Integrated Water Management Project (CRIWMP) funded by the Green Climate Fund (GCF). This role involves assessing the project's effectiveness, efficiency, relevance, sustainability, and impact on climate resilience in water management practices in Sri Lanka. The consultant will analyze project documentation, conduct interviews with stakeholders, and gather data to evaluate the project's outcomes against its objectives. The consultant is expected to provide actionable recommendations for future projects and contribute to the overall learning and improvement of UNDP's initiatives in climate resilience. The position requires a deep understanding of climate change adaptation strategies, water management, and the socio-economic context of Sri Lanka.

Duties and Responsibilities:
  • Conduct a thorough review of project documents, including the project proposal, progress reports, and financial statements.
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards.
  • Engage with stakeholders, including government officials, community representatives, and project beneficiaries, to gather qualitative and quantitative data.
  • Analyze data to assess the project's performance against its objectives and expected outcomes.
  • Prepare a comprehensive evaluation report that includes findings, conclusions, and recommendations for future projects.
  • Present the evaluation results to UNDP and relevant stakeholders, facilitating discussions on lessons learned and best practices.
  • Ensure that the evaluation process is transparent, participatory, and adheres to ethical standards.
  • Submit all deliverables within the agreed timeline and maintain communication with UNDP throughout the evaluation process.

Required Qualifications:
  • Proven experience in conducting evaluations of development projects, preferably in the context of climate change and water management.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP's evaluation policies and procedures is an asset.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Knowledge of the socio-economic and environmental context of Sri Lanka, particularly in relation to water management and climate resilience.

Educational Background:
A Master's degree in Environmental Science, Water Resource Management, Climate Change, Development Studies, or a related field is required. A PhD in a relevant discipline would be an advantage.

Experience:
A minimum of 5 years of professional experience in project evaluation, particularly in the areas of climate change adaptation, water management, or sustainable development. Experience working with UN agencies or international organizations is highly desirable.

Languages:
Fluency in English is mandatory, and proficiency in Sinhala or Tamil is highly desirable to effectively communicate with local stakeholders and beneficiaries.

Additional Notes:
The contract duration is 30 days, to be completed within a span of 23 weeks. This position is open only to Sri Lankan individuals, and submissions from organizations or other nationals will not be considered. The consultant will work as an individual contractor, and the position is not full-time but requires flexibility to meet the project evaluation timeline.
