Job Overview:
The position of International Consultant to Develop Jordan’s National Blue Economy Strategy involves a critical role in shaping the future of Jordan's marine and coastal resources. The consultant will be responsible for conducting comprehensive assessments of the current state of the blue economy in Jordan, identifying opportunities for sustainable development, and formulating strategic recommendations that align with national and international goals. This role requires a deep understanding of marine ecosystems, economic development, and policy frameworks. The consultant will collaborate with various stakeholders, including government agencies, local communities, and international organizations, to ensure that the strategy is inclusive and effective. The consultant is expected to deliver a detailed report outlining the strategy, including actionable steps and timelines for implementation, while also considering the socio-economic impacts of the proposed initiatives.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include:
  • Conducting a thorough analysis of the current blue economy landscape in Jordan, including existing policies, regulations, and practices.
  • Engaging with stakeholders through interviews, workshops, and consultations to gather insights and perspectives on the blue economy.
  • Identifying key challenges and opportunities for the sustainable development of marine resources in Jordan.
  • Developing a comprehensive National Blue Economy Strategy that outlines goals, objectives, and implementation plans.
  • Providing recommendations for policy reforms and institutional frameworks to support the strategy.
  • Preparing a final report that includes the strategy, stakeholder feedback, and a roadmap for implementation.
  • Presenting findings and recommendations to relevant government bodies and stakeholders.
  • Ensuring that the strategy aligns with international best practices and commitments related to marine conservation and sustainable development.

Required Qualifications:
The required qualifications for this position include:
  • A master's degree or higher in marine biology, environmental science, economics, or a related field.
  • Proven experience in developing national strategies or policies related to the blue economy or marine resource management.
  • Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement.
  • Familiarity with international frameworks and agreements related to marine conservation and sustainable development.

Educational Background:
Candidates must possess a master's degree or higher in a relevant field such as marine biology, environmental science, economics, or public policy. A PhD is preferred but not mandatory. Additional certifications or training in sustainable development or marine resource management will be considered an asset.

Experience:
Candidates should have at least 5-7 years of professional experience in the field of marine resource management, sustainable development, or related areas. Experience working with governmental and non-governmental organizations, particularly in the context of developing countries, is highly desirable. Previous experience in conducting assessments and developing strategies for the blue economy will be a significant advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's ability to engage effectively in the Jordanian context. Proficiency in other languages relevant to the region may also be beneficial.

Additional Notes:
This position is for a fixed-term contract of 6 months. The consultant will work remotely but may be required to travel to Jordan for stakeholder consultations and presentations. The role is classified as an individual contractor position, and compensation will be commensurate with experience and qualifications.
