Job Overview: The Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) plays a crucial role under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director. This position is responsible for implementing SI’s safety and security framework in response to the evolving context in Syria. The HASM facilitates access to hard-to-reach areas, supports the recruitment of security staff, and delivers safety and access training. As the security focal point at the Coordination level, the HASM ensures compliance with SI policies and supports context analysis to inform decision-making. The role is vital in maintaining the safety of staff and operations while ensuring that humanitarian assistance reaches those in need, particularly in challenging environments where access may be restricted due to security concerns.
Duties and Responsibilities: The HASM's duties include leading context and risk analysis with input from field teams, reporting key developments to the Country Director, and ensuring timely internal communication and guidance sharing. The HASM is responsible for implementing security protocols in the field, monitoring and sharing updates on the security situation, and ensuring compliance with rules at the Coordination level. Additionally, the HASM manages incidents and supports updates to Standard Operating Procedures (SOPs) and tools. The role involves maintaining regular liaison with local stakeholders, supporting HR, Finance, and Logistics in applying secure systems, and contributing to access strategies with field and Coordination teams. The HASM also represents SI in coordination meetings, acts as the main contact with authorities and stakeholders, builds relationships to support SI’s mandate, and maintains stakeholder engagement records. Furthermore, the HASM is tasked with delivering security briefings and alerts, keeping Security Packs and documentation updated, and assessing and addressing training needs in security awareness.
Required Qualifications: Candidates must possess a degree in a field related to Political Sciences, International Relations, or an equivalent discipline. Education or training in data management and/or data analysis is desirable. A minimum of 5 years of experience in the humanitarian sector is required, including at least 3 years in a similar position. The role demands technical skills in security risk analysis and crisis management in humanitarian settings, development and implementation of access strategies and security SOPs, context and conflict analysis, stakeholder engagement, incident response planning, and representation in humanitarian coordination and security forums. Additionally, strong analytical and strategic thinking, excellent communication and interpersonal skills, team supervision, problem-solving under pressure, and cultural sensitivity are essential.
Educational Background: The educational background required for this position includes a degree in Political Sciences, International Relations, or a related field. Additional training in data management and analysis is considered an asset, as it enhances the candidate's ability to handle data effectively in the context of security and access management.
Experience: The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 3 years in a role that involves security management or access facilitation. This experience should include practical knowledge of security protocols, risk assessment, and crisis management in challenging environments, particularly in conflict or post-conflict settings.
Languages: Fluency in English and Arabic, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders in the region.
