Job Overview: The UN Volunteer - Climate Resilience and Adaptation Specialist will play a crucial role in supporting the Government of Pakistan in addressing the pressing challenges posed by climate change. This position involves providing technical input and analysis for project proposals in the power sector, focusing on climate resilience, sustainability, and socioeconomic benefits. The specialist will conduct feasibility assessments, support the development of proposals for international climate finance mechanisms, and facilitate coordination among various stakeholders to promote integrated development approaches. The role requires a deep understanding of climate change policies and the ability to engage with multiple partners to enhance resilience and sustainability in the power sector.
Duties and Responsibilities: The duties and responsibilities of the UN Volunteer include:
Providing technical input in the evaluation and review of project proposals in the power sector, including generation, transmission, distribution, and supply.
Analyzing the developmental aspects of proposed projects, focusing on climate resilience, innovation, socioeconomic benefits, and sustainability.
Conducting technical and financial feasibility assessments and recommending enhancements based on national and international best practices.
Assessing projects through a climate change lens, quantifying mitigation potential, climate vulnerabilities, and adaptation needs.
Supporting the development of proposals and concept notes for submission to international climate finance mechanisms such as GCF, GEF, and the Adaptation Fund.
Coordinating with relevant ministries, development partners, donors, and international climate funds to build partnerships.
Facilitating inter-departmental coordination within the Power Division and other stakeholders to promote integrated development approaches.
Drafting policy notes, briefing papers, presentations, and technical reports for senior leadership and inter-ministerial discussions.
Contributing to institutional capacity strengthening on climate finance access and low-carbon energy development. 1
Supporting the establishment and operationalization of coordination mechanisms for climate resilience initiatives. 1
Facilitating stakeholder engagement and ensuring alignment of project activities with national policies and frameworks. 1
Organizing inter-agency meetings, workshops, and consultations, ensuring documentation and follow-up. 1
Providing technical and administrative support in the implementation of climate resilience and adaptation programs. 1
Developing work plans, progress reports, and program documentation. 1
Ensuring compliance with UNDP policies and guidelines in program execution. 1
Assisting in drafting policy briefs, analytical reports, and knowledge products on climate adaptation and environmental governance. 1
Reviewing national climate policies and frameworks and providing recommendations for alignment with international commitments. 1
Maintaining an updated database of climate-related projects, stakeholders, and best practices. 1
Documenting lessons learned, success stories, and case studies for program improvement and advocacy. 2
Facilitating capacity-building activities, including training sessions, knowledge-sharing events, and technical workshops. 2

Required Qualifications: The position requires a strong background in climate change, environmental science, or a related field. Candidates should possess excellent analytical skills, with the ability to assess project feasibility and sustainability from a climate perspective. Strong communication and coordination skills are essential, as the role involves engaging with various stakeholders, including government entities, development partners, and international organizations. Familiarity with climate finance mechanisms and policies is highly desirable, along with experience in project management and implementation.
Educational Background: A bachelor's degree in environmental science, climate change, sustainable development, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.
Experience: Candidates should have at least 2-3 years of relevant experience in climate change, environmental policy, or project management. Experience working with government agencies, international organizations, or NGOs in the context of climate resilience and adaptation is highly valued. Familiarity with the power sector and energy development is an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages is considered an asset, as it may facilitate communication with local stakeholders and communities.
Additional Notes: This is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. The UNV Field Unit will assist in opening a local bank account for salary disbursement. The position may involve travel within Pakistan to engage with various stakeholders and support project implementation.
