Job Overview: The Senior MEL Officer for the EpiC Haiti project will play a crucial role in supporting the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities. This position is vital for ensuring that the project meets its objectives in controlling the HIV epidemic among at-risk populations in Haiti. The officer will work closely with project staff, implementing partners, and health authorities to ensure that MEL activities are aligned with project standards and effectively contribute to the overall goals of the EpiC project. The role involves synthesizing reports, analyzing data, and developing M&E tools, as well as providing technical assistance and capacity building to partners. The Senior MEL Officer will also be responsible for ensuring data quality and supporting continuous quality improvement initiatives within the project.
Duties and Responsibilities: The Senior MEL Officer will have a comprehensive set of responsibilities, including:
Supporting the design and implementation of M&E systems and tools for the EpiC project.
Synthesizing reports and analyzing data to inform project decisions.
Collaborating with regional teams and local stakeholders to ensure alignment with USAID and PNLS reporting requirements.
Conducting routine monitoring visits to project sites and performing data quality assessments.
Assisting in the preparation of weekly and monthly reports.
Providing direct technical assistance and capacity building in M&E components of community activities.
Working closely with site Data Managers to maintain computerized data capture systems.
Ensuring data entry on relevant platforms and identifying technical issues for resolution.
Documenting lessons learned and best practices in M&E according to USAID and PEPFAR guidelines. 1
Contributing to donor reporting deliverables and mentoring partner MEL teams. 1
Representing FHI 360 in regional SI-related meetings and ensuring documentation of MEL activities.
Required Qualifications: Candidates must possess a Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or related fields, along with at least 6 years of relevant work experience. Demonstrated experience in monitoring, evaluation, and learning, including technical leadership and supervision of MEL teams or partner organizations, is essential. Familiarity with health and development programs in Haiti, particularly the national health information management system (HMIS) and national protocols for HIV service provision, is required. Candidates should also have experience with MER indicators and community HIV service data, as well as technical capacity building and supervision of sub-partners.
Educational Background: A Master’s degree or its equivalent in relevant disciplines such as public health, epidemiology, or biostatistics is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the monitoring, evaluation, and learning activities of the EpiC project.
Experience: The position requires a minimum of 6 years of relevant work experience in monitoring, evaluation, and learning, particularly in the context of health programs. Candidates should have demonstrated experience in technical leadership and supervision of MEL teams or partner organizations, as well as familiarity with the national health information management system and protocols for HIV service provision. Experience working with at-risk populations and people living with HIV is also crucial.
Languages: Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication with local stakeholders and partners. Advanced proficiency in English is preferred, which would enhance the candidate's ability to engage with international partners and contribute to reporting and documentation.
