Job Overview: The Consultant - Proposal Writer position is crucial for supporting the MENA/E Regional Team in developing a roster of experienced international development professionals. This role is designed to address the high volume of new business opportunities anticipated for the remainder of FY2
The consultant will be responsible for providing strong technical design and writing inputs for both humanitarian and development response proposals. This requires a clear understanding of the dynamics in the Middle East and Europe, as well as expertise in proposal writing techniques for various major donors. The consultant will collaborate with the team on the ground and must be flexible to accommodate different time zones across the region.
Duties and Responsibilities: The consultant's activities will include strategic pre-positioning efforts for large, complex bids and providing immediate writing support for proposals already in development. Specific duties include:
Providing technical input into proposal design for development bids that align with Mercy Corps’ global strategy.
Drafting context and technical approach sections for proposals.
Drafting context or needs assessment sections for humanitarian response programs, including proposals focused on WASH, shelter, multi-purpose cash assistance, and protection.
Serving as a consolidating writer for development or humanitarian response proposals to ensure coherence and clarity.
Writing strategic papers or concepts in alignment with country or regional strategy priorities as requested by the Deputy Regional Director.
Delivering high-quality writing for assigned proposal sections on time, providing detailed reviews and strong edits to submissions, and actively participating in design workshops to refine technical approaches.
Required Qualifications: Candidates must possess a minimum of 5 years of experience with a proven track record in successful program design, development, and implementation for various donors, including experience in both development and humanitarian proposal writing. Exceptional written and interpersonal communication skills are essential. A strong understanding of the Middle East/European context and Mercy Corps’ programming approach in the region is required, particularly in areas such as humanitarian efforts, economic opportunities, peace and governance, and climate-sensitive approaches. Educational Background: A Bachelor’s degree or equivalent is required, while a Master’s degree in international development or a related field is preferred. Experience: The position requires at least 5 years of relevant experience in program design, development, and implementation, particularly in relation to proposal writing for various donors. Candidates should demonstrate a successful track record in these areas, showcasing their ability to navigate the complexities of both development and humanitarian contexts effectively.
Languages: Native-level spoken and written English is mandatory for this position. Proficiency in additional languages relevant to the regions of operation may be considered an asset, enhancing communication and collaboration with diverse stakeholders.

The consultant will report to the Regional Business Development Senior Advisor and will work closely with Country Directors, Deputy Country Directors, and Country Technical Teams involved in the proposal writing process. This position is remote, allowing for flexibility in working hours to accommodate various time zones.
