Job Overview:
The consultant will primarily aim to strengthen the capacities of the Ministry of Health (MINSANTE) and the National Tuberculosis Control Program (PNLT) in planning, implementing, and monitoring tuberculosis prevention, diagnosis, treatment, and care. Specific objectives include supporting the PNLT in updating policies and guidelines according to the latest WHO recommendations, operationalizing the decentralization plan for TB services, and optimizing diagnostic platforms. The consultant will work under the general supervision of the WHO Country Representative and the coordination of the Permanent Secretary of the PNLT, focusing on three main priorities: policy updates, service decentralization, and diagnostic optimization. Additionally, the consultant may assist in monitoring and evaluation and operational research as needed.

Duties and Responsibilities:
  • Support the PNLT in updating national policies and guidelines in line with the latest WHO recommendations, including mobilizing WHO experts and revising national strategic and operational documents.
  • Assist in operationalizing the decentralization plan for TB services, including training community health workers and establishing additional diagnostic and treatment centers.
  • Optimize molecular diagnostic platforms for TB and other diseases, ensuring effective implementation and utilization.
  • Conduct monitoring and evaluation of the TB program, including data analysis and reporting.
  • Provide support for any other relevant tasks to achieve the program's objectives, ensuring effective collaboration with stakeholders and adherence to WHO guidelines.

Required Qualifications:
Essential qualifications include a university degree in medicine, public health, or program management, or an equivalent qualification. Desirable qualifications include national or international training in tuberculosis management, program/project management, and epidemiology. Candidates should possess technical skills in TB, the ability to work in teams, intersectoral collaboration, and strong communication skills. A good understanding of the country's TB situation and WHO policies is also essential.

Educational Background:
Candidates must have a university degree in medicine, public health, or program management. Additional training in tuberculosis management or related fields is desirable. Educational qualifications must be from accredited institutions recognized by the World Higher Education Database (WHED).

Experience:
Candidates should have at least 7 years of experience in technical assistance and/or management of tuberculosis programs or projects in developing countries. Experience in strategic planning, resource mobilization, and monitoring and evaluation of TB programs is essential. Desirable experience includes participation in national/international missions and training workshops related to tuberculosis.

Languages:
Excellent written and spoken knowledge of English or French is essential. Desirable is proficiency in both languages, with mastery of the other language being an asset.

Additional Notes:
The consultant will work on-site at the National Tuberculosis Control Program (PNLT) and is expected to travel as required. The contract is graded at P3 level with a maximum duration of 11 months per calendar year. This vacancy may also be used to identify candidates for similar consultancies at the same level.
