Job Overview: The Supply Chain, Safety and Access Assistant plays a crucial role in supporting daily access operations and overseeing safety risk management in Katsina State, Nigeria. This position requires the ability to travel across the region as necessary. The assistant is responsible for ensuring compliance with DRC's safety policies, monitoring staff movements, conducting risk assessments, managing security" style="border-bottom: 1px dotted #007bff !important;">security personnel, delivering safety briefings, and supporting safety training and capacity building to enable secure program implementation. Additionally, the role involves the effective and timely delivery of logistics services in accordance with DRC and donor standards, which includes managing transportation and fleet operations, tracking assets and equipment, handling office and facility maintenance, and providing administrative support to ensure smooth program implementation in Katsina and surrounding areas.
Duties and Responsibilities: The duties and responsibilities of the Supply Chain, Safety and Access Assistant include implementing DRC Nigeria’s humanitarian access strategy in Katsina State, ensuring context-specific approaches and strong community engagement. The assistant supports principled negotiations with local actors, promotes the organization’s mandate, and provides technical advice on access strategies and program assessments. Responsibilities also include reviewing and approving staff travel requests, issuing safety equipment, and coordinating staff movements in line with standard operating procedures. The assistant conducts safety briefings and orientation for new staff, manages physical security infrastructure, and oversees static guard professionalism through training and drills. Maintaining the safety asset register and collaborating with logistics teams for asset tracking is essential. Regular security risk assessments and safety improvement plans are part of the role, along with disseminating safety advisories, maintaining a live risk register, and ensuring incident reporting compliance. Additionally, the assistant builds and maintains networks with local stakeholders and other humanitarian actors for timely information sharing, monitors the security context in Katsina and neighboring states, provides conflict sensitivity analysis, and contributes to safety-related reporting. Supporting training and capacity building on humanitarian principles, safety policies, and emergency preparedness for DRC staff and partners is also a key responsibility. In terms of supply chain management, the assistant supports effective fleet, asset, and facilities management to ensure smooth operations, coordinates daily vehicle requests, monitors driver assignments, tracks vehicle movements, ensures vehicle safety compliance, and maintains accurate fuel and maintenance records. The assistant also supports staff with flight and helicopter bookings and advises on procurement, fleet, and asset procedures. Responsibilities include tagging assets in the DRC Dynamics (DYN) system, maintaining the asset register, tracking asset movements, assisting with physical verification, and supporting maintenance and disposal in line with DRC policies. The assistant is also responsible for the maintenance of offices and guesthouses, managing cleaning, security, and utilities, tracking related expenses, maintaining stock records, supporting internal meetings and events, performing general administrative tasks, and liaising with government agencies when required.
Required Qualifications: The position requires a Bachelor's degree in Security Operations, Management, Communication, Criminology, Law, Public Administration, Logistics, Administration, Business, Engineering, IT, or related fields. Candidates must demonstrate a strong understanding of safety and security protocols, logistics management, and supply chain operations. The role demands a high level of organizational skills, attention to detail, and the ability to work effectively in a team-oriented environment. Candidates should also possess strong communication skills, both written and verbal, and be able to engage with diverse stakeholders in a professional manner.
Educational Background: Candidates must hold a Bachelor's degree in a relevant field such as Security Operations, Management, Communication, Criminology, Law, Public Administration, Logistics, Administration, Business, Engineering, IT, or related disciplines. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage safety and supply chain operations in a humanitarian context.
Experience: The position requires at least 2 years of experience working with international or UN agencies in logistics, supply chain, or safety roles, preferably within humanitarian settings. Desirable experience includes working in remote settings and a willingness to travel to field locations. Familiarity with procurement processes and documentation standards is also beneficial. Candidates should have experience in supervision or site maintenance, as well as a basic understanding of vehicle mechanics or electrical installations. Previous experience working with an international NGO or humanitarian organization is highly valued.
Languages: Fluency in English is mandatory, as all communication and documentation will be conducted in this language. Knowledge of local languages spoken in Katsina State or other relevant Nigerian languages would be considered an asset, as it can facilitate better communication with local communities and stakeholders.
Additional Notes: The position is a national contract with an employment period of 5 months. It is classified as a non-management role.
