Job Overview: The Director of Finance and Operations will play a crucial role in overseeing and managing all finance and operations systems within the Mercy Corps Haiti Country Office. This position requires collaboration with the Country Office, regional teams, and global teams to ensure that all financial transactions are accurately accounted for and that operational functions are effectively managed. The incumbent will be responsible for developing and supporting the country strategy, mobilizing support services, and ensuring compliance with local government requirements related to financial and operational matters. The role demands a professional with a strong background in operations, logistics, accounting, and finance, particularly in the context of relief and development programs. The Director will also be expected to lead the development of country-level reports on key finance and operations indicators, ensuring that the country’s assets are protected through the enforcement of internal control policies and procedures.
Duties and Responsibilities: The Director of Finance and Operations will have a wide range of responsibilities, including: supporting the Country Director and senior leadership team in developing the country strategy; mobilizing support services and risk management resources; leading the development and administration of country-level reports on finance and operations indicators; ensuring compliance with local government requirements; managing collaborative partnerships with consortium partners and stakeholders; overseeing the operations and finance units; conducting training for staff on finance and operations policies and procedures; producing bi-annual master budgets; preparing operational plans and consolidated budgets; providing counsel on strategic financial aspects; leading business intelligence activities; conducting internal control audits; supervising finance and operations staff; and engaging in risk management processes to ensure adequate systems are in place.
Required Qualifications: Candidates must possess a BA/S or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 7 years of progressive financial management experience, including supervisory experience, is required. Additionally, candidates should have at least 5 years of experience in grants management and a solid understanding of US Government regulations. International experience, particularly in NGO/PVO field offices, is preferred, along with experience in overseeing project start-ups in complex environments. Strong interpersonal, written, and oral presentation skills are essential, as well as the ability to adapt project implementation to achieve objectives. Knowledge of US Government-funded budgets, regulations, compliance, and reporting is crucial, along with demonstrated leadership, strategic thinking, and organizational skills.
Educational Background: The educational background required for this position includes a BA/S or equivalent in accounting or finance, with an advanced degree being preferred. This educational foundation is essential for understanding the complexities of financial management and operations within the context of international development and humanitarian response.
Experience: The position requires at least 7 years of progressive financial management experience, including supervisory roles. Candidates should have a minimum of 5 years of experience in grants management and a thorough understanding of US Government regulations. Additionally, at least 5 years of international experience is required, preferably within an NGO/PVO field office setting. Experience in managing teams in complex environments and overseeing project start-ups is also essential.
Languages: Proficiency in English is mandatory, and knowledge of French and/or Haitian Creole is highly desirable. Effective communication skills in these languages are crucial for interacting with local stakeholders, partners, and team members.
Additional Notes: This position is based in Port-au-Prince, Haiti, and involves regular travel to field offices and project sites. Housing is provided for the position, and team members are expected to conduct themselves professionally, respecting local laws and customs.
