Job Overview:
The position involves conducting an impact evaluation survey for the Yemen Emergency Social Protection Enhancement and COVID-19 Response Project (ESPECRP), which aims to provide cash transfers, temporary employment, and access to basic services for food-insecure populations in Yemen. The selected survey firm will be responsible for implementing the evaluation survey at household, small firm, and village levels in selected governorates in Southern Yemen. The firm will work closely with IFPRI and local partners to design and administer questionnaires, collect data, and analyze results. The survey will focus on assessing the impact of geo-bundled interventions on food security and resilience, requiring a comprehensive understanding of the local context and effective data collection methodologies.

Duties and Responsibilities:
The survey firm will be responsible for obtaining necessary permits for conducting the survey, implementing a computerized data entry system for real-time monitoring, and conducting a pilot test of the survey instruments. The firm will recruit and train field researchers, including supervisors and interviewers, ensuring that at least half of the interviewers are women. The firm will also oversee the main data collection process, ensuring quality control through regular field visits and checks. Data processing and cleaning will be required, with the firm expected to submit raw and cleaned datasets along with documentation of the data cleaning process. The firm will also engage in follow-up discussions with IFPRI regarding initial findings from the data analysis.

Required Qualifications:
The ideal survey firm should have a proven track record in conducting high-quality surveys, particularly in challenging contexts like Yemen. The firm should demonstrate experience in obtaining necessary approvals for fieldwork and have established relationships with local authorities. Strong data quality procedures and a commitment to ethical research practices are essential. The firm should also have the capacity to provide training and support to field staff, ensuring that they are well-prepared for data collection.

Educational Background:
The survey firm must employ staff with relevant educational backgrounds, including university degrees in social sciences, statistics, or related fields. Field researchers should have experience in survey methodologies and data collection techniques, with a preference for those who have previously worked in similar contexts. Training sessions for field staff should cover survey content, data collection techniques, and ethical considerations in research.

Experience:
The survey firm should have substantial experience in conducting surveys in the region, particularly in Yemen or similar settings. Previous experience with impact evaluations, especially in the context of social protection and food security, is highly desirable. The firm should demonstrate familiarity with local dialects and cultural sensitivities to ensure effective communication with respondents.

Languages:
Fluency in Arabic is mandatory, as the survey will be conducted in Yemen. Knowledge of English is also required for reporting and communication with IFPRI. Additional languages spoken in the region may be beneficial but are not mandatory.
