Job Overview: The Transportation Services Manager will be responsible for the effective management of transportation services within the OSCE Mission to Moldova. This role involves overseeing the daily operations of the vehicle fleet, ensuring that all vehicles are maintained in optimal condition, and coordinating the schedules of mission drivers. The incumbent will also be tasked with monitoring vehicle usage and fuel consumption, ensuring compliance with internal policies and local traffic regulations. Additionally, the role includes providing training to staff on safe driving practices and managing the administrative aspects of vehicle registration and insurance. The successful candidate will play a crucial role in ensuring that the transportation needs of the mission are met efficiently and effectively, contributing to the overall success of the mission's objectives.
Duties and Responsibilities: The Transportation Services Manager will have a comprehensive set of responsibilities, including but not limited to:
Managing the day-to-day maintenance of the vehicle fleet, including routine checks of oil, water, battery, brakes, and tires.
Ensuring timely refueling and arranging for necessary repairs.
Preparing vehicles for use and ensuring they are equipped with the necessary accessories.
Driving OSCE vehicles to transport the Head of Mission and ensuring their safety.
Implementing and ensuring compliance with OSCE policies and Moldovan traffic rules.
Conducting driving assessments and providing training to staff on winter driving and tire changes.
Managing the registration and de-registration of OSCE vehicles and private cars of international staff.
Updating vehicle insurance and managing electronic fleet management tools.
Monitoring vehicle usage and maintenance costs, optimizing expenses in consultation with the NPMMO and CFA. 1
Supporting budget preparation related to vehicle maintenance and repairs. 1
Coordinating the work of mission drivers and assisting in performance evaluations.
Required Qualifications: Candidates must possess completed secondary education, supplemented by training in mechanics. A valid driving license with a minimum category of BC is required. Specialized training in car pool management is considered an asset. Additionally, candidates should have a minimum of four years of experience in transportation and team leadership within a national or international organization, along with skills in minor vehicle repair and maintenance. Experience driving 4x4 vehicles and familiarity with both manual and automatic transmissions is essential. Proficiency in MS Windows applications is required, and candidates must demonstrate gender awareness and sensitivity, as well as the ability to work with diverse teams.
Educational Background: The position requires a high school diploma or equivalent (GED). Additional training in mechanics or vehicle management is highly desirable, as it will enhance the candidate's ability to perform the required duties effectively.
Experience: The ideal candidate should have at least four years of relevant experience in transportation management and team leadership. Experience in a national or international organization is preferred, particularly in roles that involve vehicle maintenance and minor repairs. Familiarity with driving various types of vehicles, especially 4x4s, is crucial for this position.
Languages: A good working knowledge of English is mandatory for this role. Additionally, proficiency in Russian and Romanian languages is required, as these languages are commonly used in the region and will facilitate effective communication within the mission and with local stakeholders.
Additional Notes: This position is a short-term/temporary contract with a monthly remuneration of EUR 660.33, which is exempt from taxation in Moldova. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme. The position is full-time, and candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates should be prepared to fulfill a contractual obligation of two years.
