Job Overview: The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in managing supply chain activities within IOM Pakistan. This position is responsible for ensuring that procurement processes are conducted efficiently and in compliance with IOM's policies and procedures. The successful candidate will work under the supervision of the Chief of Mission and the Procurement and Logistics Officer, collaborating with various units to deliver quality goods and services to beneficiaries at optimal prices and in a timely manner. The role requires a proactive approach to managing procurement requisitions, preparing tender documents, soliciting bids, and ensuring that all procurement activities align with the organization's objectives. The officer will also be responsible for maintaining accurate records of procurement activities and providing technical guidance to staff on procurement-related matters.
Duties and Responsibilities: The duties and responsibilities of the Procurement and Logistics Officer include: receiving and consolidating procurement requisition forms, verifying compliance with the Purchase Authorization Matrix, assisting in complex purchases, preparing tender documents, soliciting bids, and participating in the evaluation process. The officer will confirm terms of agreement with suppliers, prepare necessary documentation, and monitor the status of open requisitions. They will coordinate the delivery of goods and services, review vendor invoices, prepare payment requests, and maintain records of all procurement activities. Additionally, the officer will conduct market surveys to identify potential suppliers, monitor contractual agreements, and provide training and guidance to junior staff. Other responsibilities include managing property and asset management tasks, coordinating fleet operations, and performing any other duties as assigned.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a high school diploma with five years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a high level of computer literacy, excellent communication and negotiation skills, and the ability to work effectively with national and international institutions.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the role.
Experience: The ideal candidate should have experience in procurement and logistics, particularly in working with vendors and service providers. Familiarity with asset management processes and experience with IOM or UN procurement and logistics rules and procedures are advantageous. Experience in an international organization is also beneficial, as it provides insight into the complexities of global procurement and logistics operations.
Languages: Proficiency in English and Urdu is mandatory for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Pakistan will be considered.
