Job Overview: The position of Consultant(e) for Etudes Solaires involves conducting technical studies aimed at implementing autonomous solar public lighting systems in three pilot municipalities in Cameroon. The overarching goal of this consultancy is to facilitate the electrification and/or public lighting through solar energy in specific regions: Betaré Oya in the East Region, Olanguina in the Centre Region, and CUA Limbé 3ème in the South-West Region. The consultant will be responsible for detailed project studies, ensuring that all technical, safety, and financial parameters are thoroughly analyzed and documented. This role requires a comprehensive understanding of solar energy systems and the ability to translate technical requirements into actionable plans for public lighting projects.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Conducting a Detailed Preliminary Study that encompasses electrical and safety parameters.
Developing a technical specifications document that outlines specific clauses for the project.
Implementing and managing the solar lighting system, ensuring that all operational aspects are covered.
Analyzing the financial aspects of the project to ensure sustainability and feasibility.
Preparing the bidding documents (DAO) necessary for the procurement process.
Engaging with local stakeholders to gather input and ensure community needs are met.
Submitting all findings and documentation through the designated UNDP supplier portal by the specified deadline.
Responding to any requests for clarification through the portal's messaging feature, ensuring clear communication with UNDP.
Required Qualifications: Candidates must possess a strong background in renewable energy, particularly in solar energy systems. A proven track record in conducting technical studies and project management in similar fields is essential. Additionally, candidates should demonstrate excellent analytical skills, the ability to work independently, and effective communication skills to liaise with various stakeholders. Familiarity with UNDP procurement processes and regulations will be considered an asset. Candidates should also be proficient in using digital platforms for project submissions and communications.
Educational Background: A minimum of a Bachelor's degree in Engineering, Renewable Energy, Environmental Science, or a related field is required. Advanced degrees or certifications in solar energy systems or project management will be highly regarded. Continuous professional development in renewable energy technologies and project implementation methodologies is also beneficial.
Experience: The ideal candidate should have at least 5 years of relevant experience in the field of renewable energy, specifically in solar energy projects. Experience working with international organizations, particularly in a consultancy capacity, is preferred. Proven experience in conducting feasibility studies, project design, and implementation of solar energy systems will be crucial for success in this role.
Languages: Fluency in French is mandatory, as the primary language of communication in the project will be French. Proficiency in English is considered a valuable asset, as it may facilitate communication with international stakeholders and documentation.
Additional Notes: This consultancy position is expected to be part-time, with a flexible schedule based on project needs. The contract duration will be specified upon selection, and the consultant may be required to travel to the project sites within Cameroon.
