Job Overview:
The position of IC-national Consultant to undertake Project Mid Term Review (MTR) is crucial for assessing the progress and effectiveness of ongoing projects within the UNDP framework in Ethiopia. The consultant will be responsible for conducting a comprehensive evaluation of the project’s objectives, outcomes, and overall impact. This role requires a deep understanding of project management principles and the ability to analyze data and feedback from various stakeholders. The consultant will be expected to provide actionable recommendations based on the findings of the review, ensuring that the project aligns with UNDP’s strategic goals and the needs of the local communities. The consultant will also engage with project teams, beneficiaries, and other relevant parties to gather insights and perspectives that will inform the review process.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting a thorough analysis of project documentation and performance data; facilitating interviews and focus group discussions with stakeholders; synthesizing findings into a coherent report; presenting findings to UNDP management and stakeholders; developing recommendations for project improvement; ensuring that the review process adheres to UNDP’s evaluation standards and guidelines; and collaborating with other consultants or team members as necessary to enhance the review process. The consultant will also be responsible for managing timelines and deliverables to ensure that the review is completed by the specified deadline.

Required Qualifications:
Candidates must possess a strong background in project management, evaluation, or a related field. A proven track record of conducting mid-term reviews or evaluations for development projects is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to work independently, and excellent communication skills. Familiarity with UNDP’s operational procedures and evaluation frameworks will be considered an asset. The consultant should also exhibit cultural sensitivity and the ability to engage effectively with diverse stakeholders.

Educational Background:
A minimum of a Master’s degree in social sciences, development studies, project management, or a related field is required. Candidates with additional certifications in project evaluation or management will be given preference. A strong academic background that demonstrates knowledge of development theories and practices is essential for this role.

Experience:
The ideal candidate should have at least 5 years of relevant experience in project evaluation or management, particularly within the context of international development. Experience working with UN agencies or similar organizations is highly desirable. The consultant should have a demonstrated ability to manage complex evaluations and produce high-quality reports that meet professional standards.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia will be considered an advantage, as it will facilitate better communication with local stakeholders and enhance the quality of the review process.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration will be determined based on the scope of the mid-term review. The consultant is expected to work full-time during the review period, with flexibility in working hours as needed to accommodate stakeholder availability. Compensation will be commensurate with experience and in line with UNDP’s remuneration policies. The consultant may be required to travel within Ethiopia to conduct field visits and engage with project beneficiaries.
