Job Overview:
The Programme Coordinator (Protection) will be responsible for managing, implementing, coordinating, executing, and monitoring the protection projects of the IOM Pakistan Country Office. This includes responding to the needs of Afghan nationals in Pakistan and addressing the impacts of natural disasters. The successful candidate will ensure that protection programming is integrated and aligned with the broader objectives of the IOM and will work collaboratively with various stakeholders, including the Pakistan Protection Working Group and relevant governmental authorities. The role requires a strong focus on protection mainstreaming and the ability to provide technical expertise to other units within the organization. The Programme Coordinator will also be expected to mentor staff, support their professional development, and ensure that protection activities are conducted in accordance with IOM policies and standards.

Duties and Responsibilities:
  • Manage and coordinate the development of IOM Protection activities, ensuring the centrality of protection in line with IOM policies and procedures.
  • Strengthen and develop the capacity of the Country Office to deliver core protection activities, including protection assessments and case management.
  • Monitor, supervise, and train the Protection Unit’s staff, ensuring a harmonized response across various thematic and geographical areas.
  • Manage protection-related projects and budgets, ensuring the appropriate selection of Implementing Partners and overseeing their activities.
  • Analyze context and dynamics to develop strategies for cooperation with national authorities and civil society organizations.
  • Represent Protection activities at relevant meetings and coordinate with national and international humanitarian authorities.
  • Mentor staff and support their professional development, including recruitment and capacity building efforts.
  • Undertake duty travel as required for program implementation and oversight.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience in migration, internally displaced persons (IDP) and refugee assistance, and specialized protection programming. Demonstrated expertise in protection mainstreaming and collaboration with various sectors is essential, along with experience in protection information management and emergency operations.

Educational Background:
A Master’s degree in a relevant field such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, or Law is required. A University degree in these fields is acceptable if accompanied by additional years of relevant experience. The educational background should reflect a strong understanding of migration issues and protection frameworks.

Experience:
Candidates should have a minimum of five years of relevant professional experience in the field of migration and protection, particularly in implementing and coordinating protection programming. Experience with specialized areas such as General protection, Child Protection, and GBV response is crucial. Familiarity with cash-based interventions in humanitarian settings and experience working in Pakistan or the region will be considered an asset.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, Russian, French, or Spanish), as well as Urdu or other local languages, is advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. Candidates must be mobile and willing to undertake duty travel as required. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
