Job Overview:
The National Consultant position is designed to support the improvement of the procurement process within the UNDP office in Syria. The consultant will be responsible for analyzing current procurement practices, identifying areas for improvement, and implementing strategies to enhance efficiency and effectiveness in procurement operations. This role requires a deep understanding of procurement regulations and practices, as well as the ability to work collaboratively with various stakeholders to ensure compliance and best practices are followed. The consultant will also be expected to provide training and guidance to UNDP staff on procurement processes and policies, ensuring that all procurement activities align with UNDP's standards and objectives. The position is crucial for ensuring that procurement processes are transparent, accountable, and contribute to the overall mission of UNDP in Syria.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a comprehensive review of the current procurement processes within UNDP Syria, identifying gaps and areas for improvement.
  • Developing and recommending strategies to enhance procurement efficiency and effectiveness.
  • Providing training and capacity-building sessions for UNDP staff on procurement policies and procedures.
  • Collaborating with relevant stakeholders to ensure compliance with UNDP procurement regulations and guidelines.
  • Assisting in the development of procurement plans and strategies that align with UNDP's objectives.
  • Monitoring and evaluating the implementation of procurement improvements and reporting on progress.
  • Providing technical support and advice on complex procurement issues as they arise.
  • Ensuring that all procurement activities are conducted in a transparent and accountable manner, in line with UNDP's ethical standards.

Required Qualifications:
The ideal candidate for the National Consultant position should possess the following qualifications:
  • A strong understanding of procurement processes and regulations, particularly within the context of international organizations.
  • Proven experience in procurement management, preferably in a consulting role or within a UN agency.
  • Excellent analytical and problem-solving skills, with the ability to identify issues and propose effective solutions.
  • Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams and stakeholders.
  • Proficiency in using procurement management software and tools.
  • A commitment to ethical procurement practices and transparency.

Educational Background:
Candidates should have a minimum of a bachelor's degree in business administration, public administration, procurement, or a related field. A master's degree in a relevant discipline is preferred and may be considered an asset. Additional certifications in procurement or supply chain management would also be advantageous.

Experience:
The position requires a minimum of 5 years of relevant experience in procurement, supply chain management, or a related field. Experience working with international organizations, particularly in a consulting capacity, is highly desirable. Candidates should demonstrate a track record of successfully managing procurement processes and improving procurement systems.

Languages:
Fluency in Arabic and English is mandatory for this position. Knowledge of additional languages would be considered an asset, particularly if they are relevant to the region or the stakeholders involved in the procurement process.

Additional Notes:
This position is for a fixed term of 12 months, with the possibility of extension based on performance and project needs. The consultant will be engaged as an individual contractor, and the role is expected to be full-time. The position is based in Syria, and candidates should be prepared to work in a challenging environment. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors.
