Job Overview: The Programme Manager (Shelter & WASH) will play a crucial role in the development and management of the Shelter and WASH projects portfolio within the IOM Pakistan Country Office. This position is vital for ensuring effective implementation of emergency and recovery operations related to Shelter and WASH, particularly in the context of Pakistan's recovery from the devastating floods of 2022 and the ongoing support for Afghan nationals and host communities. The Programme Manager will oversee the implementation of the overall Shelter and WASH programme strategy, ensuring that all operations align with project specifications, donor requirements, and IOM regulations. The role requires proactive identification of funding opportunities and strategic partnerships to expand the IOM Shelter and WASH portfolio, as well as effective communication with donors to advocate for necessary funding. The Programme Manager will also lead the design and compliance of technical specifications for Shelter and WASH infrastructure, ensuring quality outputs that meet international and national standards.
Duties and Responsibilities: The Programme Manager will be responsible for a comprehensive set of duties, including:
Developing and managing the Shelter and WASH projects portfolio, ensuring effective implementation of emergency and recovery operations.
Leading the design process and overseeing compliance with technical specifications for Shelter and WASH infrastructure.
Ensuring sound financial management of projects, monitoring budget lines, and burn rates.
Managing and mentoring the Shelter and WASH team, providing capacity building and resolving team conflicts.
Overseeing procurement efforts related to Shelter and WASH programmes, ensuring transparency and compliance with regulations.
Coordinating with external stakeholders, including UN agencies and government authorities, to ensure effective collaboration and avoid duplication of efforts.
Ensuring effective communication with all stakeholders and preparing necessary reports and updates. 1
Supervising activities of implementing partners and providing technical monitoring. 1
Conducting anticipatory action planning related to potential disasters and climate change events. 1
Managing emergency response components related to shelter, NFI, WASH, and CCCM. 1
Ensuring that cross-cutting issues such as GBV and environmental considerations are integrated into programming.
Required Qualifications: Candidates must possess a Master’s degree in Civil Engineering, Architecture, Environmental Engineering, Public Health, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have experience working with the UN, international organizations, or NGOs, particularly in Shelter and WASH in humanitarian settings. Experience in project management, cash-based interventions, environmental project implementation, and partnership engagement is also required. Familiarity with MS Office, CAD software, and statistical analysis tools is essential, as well as excellent report writing and analytical skills in English.
Educational Background: A Master’s degree in a relevant field such as Civil Engineering, Architecture, Environmental Engineering, or Public Health is required. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify for the position. The educational background should be from an accredited academic institution, ensuring that candidates have the necessary theoretical knowledge and practical skills to manage Shelter and WASH projects effectively.
Experience: Candidates should have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they have a University degree. Experience should include working in humanitarian emergencies or recovery environments, particularly in Shelter and WASH. Previous work experience in Pakistan is considered an advantage, as is experience in project management and environmental project implementation. Familiarity with cash-based interventions and partnership management is also beneficial.
Languages: Fluency in English is mandatory, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, or Spanish) and/or other languages spoken in Pakistan is advantageous. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.
Additional Notes: This position is a short-term ungraded contract for four months, with the possibility of extension. It is classified as a professional recruitment type.
