Job Overview:
The Operations Manager plays a crucial role in the UNDP Country Office in Saudi Arabia, acting as an advisor to senior management on all aspects of country office management and operations. This position requires a strategic mindset to manage financial and human resources effectively, ensuring compliance with UNDP rules and regulations. The Operations Manager is responsible for leading the operations team, fostering collaboration across various units, and ensuring the smooth functioning of programs and projects. The role involves constant evaluation and adjustment of operational strategies to meet the evolving needs of the country office and its stakeholders. The Operations Manager must work closely with program and project teams, UN agencies, and government officials to deliver the country program successfully. This position also requires a proactive approach to risk management, financial oversight, human resources management, procurement, and logistical services, ensuring that all operations align with UNDP's strategic objectives.

Duties and Responsibilities:
  • Ensure the strategic direction of operations by ensuring compliance with UN/UNDP rules and regulations, implementing corporate operational strategies, and establishing management targets.
  • Develop collaborative arrangements with partners and manage risks effectively to support decision-making processes.
  • Oversee financial resources management, ensuring proper planning, tracking, and compliance with IPSAS.
  • Supervise the finance team, ensuring accurate financial reporting and management of contributions.
  • Manage human resources, advising on staffing and overseeing recruitment processes.
  • Ensure compliance with procurement and logistics regulations, developing procurement strategies and managing contracts.
  • Supervise the ICT team, ensuring effective communication management and the use of ERP systems.
  • Establish strong collaboration with other UN agencies for common services management.
  • Provide leadership and guidance to the operations team, promoting a client-oriented approach and fostering a culture of knowledge sharing and continuous improvement.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with an additional two years of qualifying experience will be considered. Candidates should have a minimum of 5 years of relevant experience with a master’s degree or 7 years with a bachelor’s degree, focusing on management advisory services and operational systems. Proficiency in office software packages and web-based management systems is essential, along with a strong understanding of accrual accounting, IPSAS, or IFRS. Experience in program/project design and implementation, as well as operational processes in procurement, logistics, human resources, finance, and ICT, is highly desirable. Candidates should demonstrate a client-oriented approach and a solid understanding of UNDP policies and procedures.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Business Administration, Public Administration, Finance, Economics, or related disciplines. A first-level university degree (bachelor’s degree) may be accepted if accompanied by additional qualifying experience. This educational foundation is critical for understanding the complexities of operational management within the UNDP framework and for effectively navigating the challenges associated with the role.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years of relevant experience at the national or international level in providing management advisory services and managing operational systems. Candidates with a master’s degree should have at least 5 years of experience, while those with a bachelor’s degree should have a minimum of 7 years. This experience should include establishing relationships with international organizations and national governments, as well as a proven track record in operational processes such as procurement, logistics, human resources, finance, and administration. Familiarity with UNDP policies and procedures is also essential for success in this role.

Languages:
Fluency in Arabic and English is mandatory for this position, as effective communication in both languages is crucial for collaboration with local stakeholders and international partners. Knowledge of another UN language is considered desirable and can enhance the candidate's profile, particularly in a multicultural environment where diverse languages are spoken.

Additional Notes:
This position is a full-time role within the UNDP Country Office in Saudi Arabia. The successful candidate will be subject to a probationary period, and continuation of the appointment beyond the initial 12 months is contingent upon successful completion of this period.
