Job Overview:
The National Professional Officer (Safety and Security) position is crucial for ensuring the safety and security of FAO personnel and operations in Mogadishu, Somalia. This role involves providing operational support and advice to the FAO Representative regarding safety and security matters. The officer will work closely with the Security Services (CSLS) and the Chief Security Adviser to implement security measures and ensure compliance with the United Nations Security Management System (UNSMS) guidelines. The position requires a proactive approach to monitoring the security situation in the country, conducting risk assessments, and preparing contingency plans to safeguard FAO's assets and personnel. The officer will also be responsible for training staff on safety procedures and maintaining up-to-date security information, ensuring that all personnel are informed and prepared for potential security threats.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Safety and Security) include:
  • Advising the FAO Representative on safety and security matters, ensuring compliance with UNSMS and FAO security policies.
  • Monitoring and implementing technical security measures as outlined in the Area Security Plan and related documents.
  • Conducting security risk assessments and providing independent analysis of emerging security threats.
  • Preparing periodic situation reports and maintaining up-to-date security information.
  • Developing and implementing Contingency Plans and Standard Operating Procedures (SOPs) for the country office and sub-offices.
  • Conducting training and briefings on safety and security procedures for FAO personnel.
  • Reporting security incidents systematically to the FAO Representative and relevant units.
  • Assisting in periodic security assessments of FAO premises and equipment.
  • Supporting the selection and procurement of security equipment. 1
  • Participating in United Nations Security Management Team meetings and liaising with relevant authorities. 1
  • Undertaking missions to assess local security conditions and advising personnel on potential security issues. 1
  • Supporting the planning of mandatory safety drills and managing security personnel and equipment.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • Be a national of Somalia.
  • Hold an advanced university degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law, or a related field.
  • Have at least one year of relevant professional experience in risk management and/or safety and security services in a national security and/or military setting.
  • Possess a working knowledge (proficient – level C) of English and the local language.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as risk or emergency management, social or political science, military science, public administration, law enforcement, or law. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage safety and security operations within the FAO framework.

Experience:
Candidates should have at least one year of relevant professional experience in risk management and/or safety and security services, particularly in a national security or military context. Experience in field positions and working in diverse locations is highly desirable, as it equips the candidate with the necessary skills to navigate complex security environments and implement effective safety measures.

Languages:
The mandatory languages for this position include a proficient working knowledge (level C) of English and the local language. Proficiency in both languages is essential for effective communication and coordination with FAO personnel and local authorities, ensuring that safety and security protocols are understood and adhered to by all staff members.
