Job Overview: The Programme Analyst position is a critical role within the Resilience, Environment and Climate Change Unit (RECCU) of UNDP Pakistan. The incumbent will be responsible for the development and execution of initiatives and projects that address resilience, environmental management, and climate change. This role requires close collaboration with the Head of Unit to mobilize resources effectively for the successful implementation of country programs and projects. The Programme Analyst will also supervise the Programme Assistant and project managers, ensuring that programmatic goals are met in compliance with UNDP policies and procedures. The position demands a strong focus on thematic leadership, technical guidance, and quality control throughout the program formulation and implementation processes, with an emphasis on achieving high-quality results and strategic oversight.
Duties and Responsibilities: The Programme Analyst will undertake a variety of duties and responsibilities, including but not limited to:
Providing thematic leadership and technical guidance in the area of resilience, environment, and climate change, ensuring high-quality program performance.
Conducting thorough analysis and research on the political, social, and economic context of Pakistan to inform program development.
Designing and formulating initiatives that align with the Country Programme priorities, fostering partnerships and resource mobilization strategies.
Overseeing the program/project management cycle, ensuring compliance with UNDP policies and donor requirements.
Implementing risk management and social/environmental safeguards, monitoring program performance, and conducting periodic reviews.
Supporting the country office in business process mapping and preparation of internal Standard Operating Procedures.
Drafting terms of reference for consultancy procurement and ensuring effective communication with stakeholders.
Preparing donor reports and aggregate reports on program activities, outputs, and outcomes.
Engaging in strategic partnerships with UN agencies, government institutions, and civil society to enhance program impact.
Required Qualifications: Candidates must possess a Master’s Degree in Climate Change, Environmental Policy/Management, Public Administration, Business Administration, Economics, or a related field. Alternatively, a Bachelor’s degree in the same fields with an additional two years of qualifying experience will be considered. The role requires a minimum of two years of solid experience in program/project management and portfolio oversight related to climate change, with a strong preference for candidates with academic credentials in environmental sciences, biodiversity, or climate finance. Familiarity with UN/UNDP policies and procedures is advantageous, as is experience in managing funding mechanisms such as the Global Environment Facility (GEF) and Green Climate Fund (GCF). Candidates should also demonstrate experience in mainstreaming gender equality and women empowerment within their projects.
Educational Background: The educational background required for this position includes a Master’s Degree in relevant fields such as Climate Change, Environmental Policy/Management, Public Administration, Business Administration, or Economics. Candidates with a Bachelor’s degree in these areas may be considered if they have an additional two years of relevant experience. This educational foundation is essential for understanding the complexities of climate change and environmental management, as well as for effectively contributing to the development and implementation of related programs.
Experience: The position requires a minimum of two years of relevant experience at the national or international level in program/project management and oversight related to climate change. Candidates should have hands-on experience in the design, monitoring, and evaluation of development projects, with specific experience working on joint projects with UN agencies being an asset. Familiarity with the usage of computers, office software, and web-based management systems is essential, along with advanced skills in data analysis. Proven experience in managing funding mechanisms related to environmental portfolios is highly desirable.
Languages: Fluency in English and Urdu is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders and communities engaged in the projects.
