Job Overview: The Technical Advisor for Health Information Systems (HIS) plays a crucial role in leading and coordinating activities related to health information systems, particularly in the context of HIV and Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) program reporting. This position is essential for integrating national platforms to enhance the efficiency and effectiveness of health data management. The advisor will be responsible for ensuring that the systems managed by Vietnam Social Security (VSS) and the Vietnam Administration of Disease Prevention (VADP) are effectively utilized to monitor antiretroviral (ARV) patients, manage drug stock, and respond to disease outbreaks. The role requires a strategic and technical lead to promote evidence-driven service delivery within the national health system, ensuring that health information systems are aligned with national health priorities and contribute to improved health outcomes.
Duties and Responsibilities: The Technical Advisor will collaborate with various stakeholders, including FHI 360 staff, donors, local authorities, and IT vendors, to ensure that HIS activities and platform deliverables are met on time and within budget. Key responsibilities include compiling technical specification documentation, designing, testing, and validating data systems, and providing technical assistance to monitor platform upgrades and user acceptability at both provincial and district levels. The advisor will also serve on the Technical Working Group (TWG) on HIS led by VADP/VSS to develop a national/provincial HIV/GHS database system. Additionally, the advisor will facilitate training programs in health informatics for health facility staff and provide capacity building for EpiC technical staff. Mentoring and technical assistance will be provided to project leaders and other HIS and SI staff to enhance their capacity to address HIS needs in HIV/GHS programs. Other relevant duties may be assigned as necessary.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in project management, public health, medicine, health information systems, or a related field, with an advanced degree preferred. A minimum of 7 years of relevant experience in public health projects is required, with at least 5 years of experience in the management or implementation of health information systems being an advantage. Technical expertise in health information systems, particularly in monitoring HIV/GHS programs, is essential. Experience with US government or other international donor-funded projects is also preferred. Candidates should demonstrate self-motivation, a strong sense of team spirit, and well-developed written and oral communication skills in both Vietnamese and English. Proficiency in using MS Office applications (Word, Excel, PowerPoint) is required, along with the ability to travel as necessary.
Educational Background: The position requires a Bachelor's Degree or its equivalent in relevant fields such as project management, public health, medicine, health information systems, or related disciplines. An advanced degree in these areas is preferred, indicating a higher level of expertise and understanding of complex health systems and project management.
Experience: The ideal candidate should have a minimum of 7 years of relevant experience in public health projects, with at least 5 years specifically focused on health information systems. This experience should include management or implementation roles that demonstrate the ability to lead projects effectively and work collaboratively with various stakeholders in the health sector.
Languages: Fluency in both Vietnamese and English is mandatory for this position, as effective communication with local and international stakeholders is crucial. Additional language skills may be considered an asset but are not required.
