ICAO's initiatives include the No Country Left Behind initiative, which aims to support countries in their efforts to achieve sustainable aviation goals, and various assistance projects funded by the European Union to enhance the capacity of states in developing sustainable aviation fuels and reducing CO2 emissions.

Job Overview:
The Local Technical Project Consultant will play a crucial role in supporting the ICAO Assistance Project Team in implementing capacity-building initiatives related to sustainable aviation fuels (SAF) and the reduction of greenhouse gas emissions from international aviation. The consultant will work closely with the Project Coordinator and relevant project personnel to prepare operational guidelines, tools, and documents necessary for the successful execution of feasibility studies in selected states. The consultant will also engage with national authorities and local stakeholders to facilitate knowledge transfer and build national capacity for sustainable aviation practices. The position requires a strong focus on monitoring and evaluation, ensuring that project activities align with the strategic objectives of ICAO and meet the fiduciary standards set by the European Union. The consultant will be responsible for tracking performance indicators, providing feedback reports, and training staff in the selected states on monitoring and evaluation-related matters. This role is essential for empowering governments to take actionable steps towards the production of SAF and achieving ICAO's global objectives for cleaner aviation.

Duties and Responsibilities:
The Local Technical Project Consultant will be responsible for a variety of tasks, including but not limited to:
  • Supporting the preparation of operational guidelines, tools, and related documents as per project requirements.
  • Analyzing the specific circumstances of the state at the project launch to avoid duplications and ensure complementarity with previous work.
  • Coordinating the implementation of feasibility studies, refining monitoring and evaluation approaches, and supporting the results management framework.
  • Engaging national authorities and local stakeholders effectively to facilitate knowledge transfer and build national capacity for project follow-up.
  • Tracking performance on a State-by-State basis, establishing output, outcome, and quantitative impact indicators to measure achievement and progress.
  • Providing feedback reports to the Project Coordinator on project performance reviews.
  • Training, mentoring, and coaching staff in selected states on monitoring and evaluation, development of State action plans, and identification of implementation measures.
  • Performing other related duties as assigned by the Project Coordinator.

Required Qualifications:
The ideal candidate for the Local Technical Project Consultant position should possess the following qualifications:
  • A minimum of 7 years of experience in monitoring and evaluation of results for diverse project activities, particularly in climate change projects and programs.
  • At least 3 years of experience working on projects in developing states, specifically in Africa.
  • Proven experience in the logical framework approach to monitoring, including the use of quantitative, qualitative, and participatory monitoring approaches.
  • Strong analytical skills to draw information from diverse sources and deliver relevant knowledge-sharing solutions.
  • Excellent interpersonal skills to foster openness and trust among colleagues and stakeholders.
  • Strong coordination skills with the ability to manage multiple activities and projects concurrently under pressure.
  • Full computer literacy and proficiency in office equipment.

Educational Background:
Candidates should have an advanced university degree (Master's degree or equivalent) in aviation, law, finance, economics, statistics, environment, or a related discipline. Alternatively, a first-level university degree in the aforementioned fields combined with additional years of relevant experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of 7 years of professional experience, with a strong emphasis on monitoring and evaluation of project results, particularly in climate change initiatives. Candidates should have at least 3 years of experience working in developing states, especially in Africa, demonstrating a deep understanding of the challenges and opportunities in these regions.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. Depending on the project requirements, proficiency in Arabic, French, or Spanish will also be required. Additionally, a working knowledge of any other language of ICAO Member States, such as Chinese or Russian, is desirable. For one specific project, proficiency in Portuguese is also considered an asset.

Additional Notes:
This consultancy position is medium-term, with a duration of 6 months. The work will be conducted remotely, with potential duty stations including various locations in Africa, specifically the Eastern and Southern African (ESAF) Office in Nairobi, Kenya, and the Western and Central African (WACAF) Office in Dakar, Senegal. The specific project location will be determined based on the selected candidate's language skills and organizational needs. The monthly consultancy rate falls within Band C, ranging from CAD $7,562 to CAD $10,91
  • A total of 7 feasibility studies are planned for the upcoming year, and depending on the profiles of the applicants, ICAO may choose to hire one consultant full-time or two consultants part-time for each project, resulting in a total of 7 to 14 positions to fill.
