Job Overview:
The National Consultant - Environmental Policy Consultant position is designed to provide expert guidance and support in the development and implementation of environmental policies in Lesotho. The consultant will be responsible for conducting assessments, formulating strategies, and advising on best practices in environmental management. This role requires a deep understanding of environmental issues, policy frameworks, and the socio-economic context of Lesotho. The consultant will work closely with various stakeholders, including government agencies, civil society, and international organizations, to ensure that environmental policies are effective, inclusive, and aligned with national and international standards. The assignment is expected to span 75 working days over a period of four months, during which the consultant will engage in research, stakeholder consultations, and the drafting of policy documents.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant - Environmental Policy Consultant include but are not limited to:
  • Conducting comprehensive assessments of existing environmental policies and regulations in Lesotho.
  • Identifying gaps and opportunities for improvement in the current policy framework.
  • Engaging with stakeholders to gather input and feedback on proposed policy changes.
  • Developing strategic recommendations for enhancing environmental governance and sustainability.
  • Drafting policy documents, reports, and presentations for various audiences.
  • Facilitating workshops and training sessions to build capacity among stakeholders.
  • Monitoring and evaluating the implementation of environmental policies and providing ongoing support as needed.
  • Collaborating with UNDP and other partners to align local policies with global environmental goals.

Required Qualifications:
Candidates must possess a strong background in environmental science, policy analysis, or a related field. A minimum of a Master's degree is required, with a preference for candidates who have specialized training in environmental management or sustainable development. Additionally, candidates should demonstrate a proven track record of working on environmental policy issues, particularly in the context of developing countries. Strong analytical skills, excellent communication abilities, and experience in stakeholder engagement are essential for this role.

Educational Background:
The educational background required for this position includes a Master's degree in Environmental Science, Environmental Policy, Sustainable Development, or a related field. Candidates with a Bachelor's degree may be considered if they have extensive relevant experience in environmental policy or management. Continuous professional development and certifications in environmental management or policy analysis will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental policy development, analysis, or management. Candidates should have experience working with governmental and non-governmental organizations, particularly in the context of policy formulation and implementation. Familiarity with international environmental agreements and frameworks is highly desirable, as is experience in conducting stakeholder consultations and workshops.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Lesotho would be considered an advantage, as it may facilitate better engagement with local stakeholders and communities.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 75 working days over a period of four months. The consultant will be expected to work flexibly, with the possibility of remote work depending on the nature of the tasks. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
