Job Overview: The consultant will play a crucial role in conducting human rights risk assessments in line with the UN Women’s Elsie Initiative Fund (EIF) for Uniformed Women in Peace Operations. This position requires a comprehensive understanding of human rights issues, particularly in the context of peace operations and gender-based violence. The consultant will be responsible for developing risk assessment reports, identifying mitigation measures, and providing inputs during barrier assessments related to the deployment of uniformed women in peace operations. The role involves collaboration with various UN entities and stakeholders to ensure that gender issues are effectively integrated into peacekeeping efforts.
Duties and Responsibilities:
Conduct a human rights risk assessment in accordance with the HRDDP and EIF HRDDP Implementation Framework, including a thorough document review of relevant human rights reports and data.
Develop a comprehensive set of mitigation measures addressing identified risks.
Provide inputs during barrier assessment-related projects, collaborating with research partners to supply necessary data.
Prepare comprehensive HRDDP risk assessment reports and executive summaries, ensuring they meet the standards outlined in the Inter-Agency HRDDP Guidance Note.
Engage with various stakeholders, including UN offices and national institutions, to facilitate access to necessary reports and data.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in international relations, human rights, law" style="border-bottom: 1px dotted #007bff !important;">international law, political science, social sciences, gender studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have solid technical knowledge in HRDDP-related processes, a comprehensive understanding of gender issues, and the ability to draft clear and concise reports.
Educational Background: A Master’s degree or equivalent in relevant fields such as international relations, human rights, or gender studies is required. A first-level university degree with additional qualifying experience may also be considered. Candidates should have a strong academic background that supports their understanding of human rights and gender issues in peace operations.
Experience: At least 10 years of progressively responsible work experience in human rights, international law, or gender-related fields is required. Experience with the implementation of the HRDDP policy and conducting risk assessments is essential. Candidates should also have experience in analyzing human rights documents, monitoring, and reporting methodologies. Experience working with security institutions and inter-agency collaboration is desirable, as is experience in project development and management.
Languages: Fluency in English is mandatory, with strong speaking, writing, and reading skills. Fluency in French or Spanish is highly desirable, as it will enhance communication and collaboration with diverse stakeholders in various regions.
Additional Notes: This consultancy is home-based, and candidates who have previously applied do not need to reapply as their applications will be considered valid. Successful candidates will be included in UN Women’s Technical Expert roster for two years, although this does not guarantee a contract. Specific Terms of Reference will be provided for each assignment, and conditions may be negotiable.
