Job Overview: The position of Consultant for Registration and Identity Management is designed to provide expert-level technical support to UNHCR’s initiatives in South Sudan, particularly in the areas of registration, identity management, and documentation. The consultant will play a crucial role in enhancing legal identity and civil documentation for refugees, returnees, and individuals at risk of statelessness. This role is part of a multi-sectoral response funded by the EU INTPA and aims to align with South Sudan’s national frameworks and international standards. The consultant will ensure that registration activities are strategically coordinated and technically sound, focusing on the issuance of Refugee Identity Cards and Machine-Readable Convention Travel Documents (MRCTDs). The consultant will also be responsible for ensuring that the registration processes are inclusive, efficient, and meet the operational needs of the UNHCR.
Duties and Responsibilities: The consultant will have a wide range of duties and responsibilities, including leading the design and deployment of interoperable registration and identity systems, ensuring seamless integration with national ID frameworks. They will focus on achieving data harmonization across systems to enhance protection and service delivery. The consultant will provide technical support for civil documentation, guiding the development of policies and procedures for issuing legal identity documents while adhering to data protection standards. They will oversee mobile registration missions, ensuring quality control and inclusion of vulnerable groups. Additionally, the consultant will develop a real-time referral and case tracking database, facilitate advocacy and coordination with national stakeholders, and create analytical tools for reporting. Training and capacity building will also be a key responsibility, as the consultant will develop and deliver training sessions for government counterparts and local actors.
Required Qualifications: The required qualifications for this position include an advanced degree in Law, Information Management, Political/Social Science, or a relevant field. The consultant must have a minimum of 10 years of experience in refugee registration and protection programming, with proven experience in civil documentation processes and a strong understanding of community-based protection in displacement settings. Fluency in English is mandatory, while proficiency in Arabic or local languages is considered an asset. The consultant should possess excellent analytical, coordination, and stakeholder engagement skills, along with a proven track record of working with national governments to enhance protection systems.
Educational Background: Candidates must hold an advanced degree in a relevant field such as Law, Information Management, Political/Social Science, or a related discipline. Additional qualifications in Information Technology, Computer Science, or International Law with a focus on protection and registration systems are desirable.
Experience: The position requires a minimum of 10 years of relevant experience in refugee registration and protection programming. Candidates should have extensive experience in leading and implementing large-scale projects related to registration, legal identity, and documentation, as well as expertise in emergency response and the establishment of registration systems in crisis environments. Experience in integrating digital tools and data management systems is also essential.
