Job Overview:
The position of International Technical Experts on Forensics involves providing specialized forensic expertise to support various projects and initiatives under the auspices of UNDP in Libya. The role is crucial for enhancing the capabilities of local institutions in forensic science and ensuring that forensic evidence is collected, preserved, and analyzed in accordance with international standards. The experts will be expected to work collaboratively with local authorities and stakeholders to develop training programs, provide technical assistance, and contribute to the establishment of effective forensic practices. The assignment is structured to span 17 working days over a period of 6 months, allowing for flexibility in scheduling and engagement with local partners. The experts will also be responsible for preparing reports and documentation related to their findings and recommendations, ensuring that all activities align with UNDP's mission and objectives in the region.

Duties and Responsibilities:
The duties and responsibilities of the International Technical Experts on Forensics include but are not limited to:
  • Conducting assessments of existing forensic capabilities and identifying gaps in resources and training.
  • Developing and delivering tailored training programs for local forensic personnel to enhance their skills and knowledge.
  • Providing technical guidance on best practices in forensic evidence collection, preservation, and analysis.
  • Collaborating with local law enforcement and judicial authorities to improve forensic processes and procedures.
  • Preparing detailed reports on forensic activities, findings, and recommendations for UNDP and local stakeholders.
  • Engaging with international forensic experts and organizations to share knowledge and resources.
  • Ensuring compliance with ethical standards and international guidelines in all forensic activities.
  • Participating in meetings and workshops to discuss progress and challenges in forensic initiatives.

Required Qualifications:
Candidates for the position of International Technical Experts on Forensics must possess a strong background in forensic science, criminal justice, or a related field. They should have demonstrated expertise in forensic methodologies and practices, as well as experience working in international development or post-conflict settings. Strong analytical and problem-solving skills are essential, along with the ability to communicate effectively with diverse stakeholders. Candidates should also have a proven track record of developing and implementing training programs and capacity-building initiatives in forensic science.

Educational Background:
A minimum of a Master's degree in forensic science, criminal justice, or a related field is required for this position. Advanced certifications or specialized training in forensic methodologies will be considered an asset. Candidates with a Ph.D. in a relevant discipline may have an advantage in the selection process.

Experience:
The ideal candidates should have at least 5 years of professional experience in forensic science or a related field, with a focus on capacity building and technical assistance in international contexts. Experience working with governmental and non-governmental organizations in post-conflict or transitional environments is highly desirable. Familiarity with the legal frameworks and standards governing forensic practices in Libya or similar contexts will be beneficial.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of training programs. Proficiency in additional languages may be considered an asset.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration is for 17 working days over a period of 6 months. The position is not full-time, allowing for flexibility in scheduling. The selected candidates will be expected to work remotely and may need to travel to Libya as required by the assignment. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
