Job Overview:
The Communications and Advocacy Consultant will report to the Head of Office and is responsible for providing technical support in planning and implementing communications and advocacy strategies. The role aims to enhance UN Women's visibility and awareness among partners, media, and the public. The consultant will collaborate closely with various teams within the country office, other UN agencies, government officials, and civil society organizations. The position requires a strategic approach to communication, ensuring that gender perspectives are integrated into all initiatives. The consultant will also be responsible for managing media relations, developing advocacy materials, and maintaining the organization's online presence.

Duties and Responsibilities:
The consultant's duties include planning and designing communication and outreach strategies, conducting communication needs assessments, integrating communication strategies into project proposals, monitoring media coverage, coordinating campaigns and events, developing communication materials, managing media relations, building partnerships with donors, maintaining the organization's web presence, and facilitating knowledge sharing through training and workshops. The consultant will also be expected to deliver a monthly work plan, periodic progress reports, and documentation of advocacy events, ensuring that all tasks align with UN Women's goals and objectives.

Required Qualifications:
Candidates must possess a Master's degree in communications, public relations, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. The position requires at least four years of professional experience in public relations, communications, or advocacy at the national or international level, or six years with a Bachelor's degree. Experience in media relations and social media usage is essential. Candidates should demonstrate strong communication skills and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A Master's degree (or equivalent) in communications, public relations, journalism, or a relevant field is required. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. This educational background is crucial for understanding the complexities of communication strategies and advocacy efforts in a global context.

Experience:
The position requires a minimum of four years of relevant professional experience at the national or international level in public relations, communications, or advocacy. Candidates with a Bachelor's degree must have at least six years of experience. This experience should include a strong focus on media relations and the effective use of social media platforms to enhance organizational visibility and engagement.

Languages:
Proficiency in both oral and written English and Tetum is mandatory. Knowledge of Portuguese is considered an advantage. Strong language skills are essential for effective communication with diverse audiences and stakeholders, ensuring that messages are conveyed clearly and accurately.

The contract duration for this consultancy is from 18 August 2025 to 31 December 202
  • The consultant will be provided with necessary resources such as a computer, desk, chair, and internet access in the office. Transportation for activities outside Dili will be covered by UN Women, along with a Daily Subsistence Allowance for expenses incurred during travel. The consultant is responsible for telecommunication and transportation costs within Dili. Performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
