Job Overview:
The Human Resources Assistant will play a crucial role in supporting the implementation of human resources functions within the IOM office in Cameroon. This position involves a variety of tasks related to recruitment, onboarding, and personnel management. The successful candidate will assist in coordinating recruitment processes, which includes providing guidance to hiring managers, drafting vacancy notices, screening applications, and participating in interview panels. Additionally, the HR Assistant will manage pre-employment activities, ensuring that all necessary documentation is prepared and that new hires are properly inducted into the organization. The role also requires maintaining accurate HR data, monitoring compliance with performance evaluations, and organizing staff development events. The HR Assistant will serve as a point of contact for staff inquiries regarding their entitlements and responsibilities, and will contribute to improving HR processes and procedures.

Duties and Responsibilities:
  • Coordinate recruitment processes by guiding hiring managers on preparing Terms of Reference, drafting and posting vacancy notices, screening applications, and participating in interview panels.
  • Manage pre-employment activities, including preparing Entry on Duty documentation, coordinating medical exams, and organizing induction sessions.
  • Maintain and input data into the organizational HR system, ensuring accuracy and consistency.
  • Monitor leave quotas and generate reports related to leave administration.
  • Prepare documentation for personnel actions such as separations, promotions, and disciplinary cases.
  • Draft and review correspondence and maintain systematic archiving of HR documents.
  • Assist in monitoring compliance with performance evaluations and provide technical guidance to staff.
  • Organize HR events and training activities in collaboration with relevant units.
  • Provide information to staff regarding their entitlements and responsibilities. 1
  • Identify areas for improvement in HR processes and assist in resolving sensitive cases. 1
  • Participate in inter-agency HR working groups and provide guidance to new staff.

Required Qualifications:
Candidates must possess a High School diploma with five years of relevant experience, or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with three years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with SAP is a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is preferred.

Educational Background:
The educational requirements for this position include a High School diploma or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology. Accredited universities recognized by the UNESCO World Higher Education Database are preferred for candidates holding a degree.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years if they have a High School diploma. Experience in human resources functions, particularly in recruitment and personnel management, is essential. Familiarity with international humanitarian organizations and multi-cultural environments is highly advantageous.

Languages:
Fluency in French, both oral and written, is mandatory for this position. A working knowledge of other official languages is considered a distinct advantage, enhancing communication within the diverse environment of IOM.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Cameroon will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
