Job Overview:
The Regional Financial Comptroller plays a crucial role in overseeing and facilitating IOM's financial and administrative functions across the region. This position is responsible for ensuring compliance with IOM's global financial policies, regulations, and procedures, while also delivering strategic financial advisory services to Country Offices. The Regional Financial Comptroller will work closely with the Regional Director and Deputy Regional Director, as well as engage with UN agencies and donor representatives. The role involves developing and implementing financial management plans, providing guidance to Resource Management Officers, monitoring financial processes, and strengthening the internal control environment. Additionally, the Regional Financial Comptroller will lead capacity-building initiatives in finance and administration, ensuring that IOM's financial workforce is equipped to meet the organization's goals.

Duties and Responsibilities:
  • Lead the development and implementation of financial management plans and strategies at the regional level, ensuring alignment with IOM's global policies.
  • Provide strategic financial advice to Regional Office management and Country Offices, ensuring effective oversight and compliance with financial controls.
  • Guide and support Resource Management Officers and finance staff on financial and administrative matters, providing training on policies and processes.
  • Monitor financial and administrative processes at the Regional and Country Office levels, facilitating compliance and operational efficiency.
  • Conduct periodic visits to Country Offices to assess capacities and improve compliance, communicating outcomes to management.
  • Strengthen the financial internal control environment, coordinating with regional counterparts to address gaps and prevent fraud.
  • Facilitate the implementation of compliance tools and contribute to risk assessment and management.
  • Oversee financial planning, monitoring, and reporting, identifying changes in financial health and mitigating risks.
  • Monitor budget submissions and expenditures, ensuring adherence to financial policies. 1
  • Facilitate cash management optimization and compliance with donor financial reporting requirements. 1
  • Supervise finance and administrative staff, ensuring compliance with IOM's standards. 1
  • Lead capacity-building initiatives in finance, fostering a robust finance community across the region. 1
  • Represent IOM in inter-agency discussions and perform any other duties as assigned.

Required Qualifications:
  • Master’s degree in Business Administration, Finance, Accounting, or a related field from an accredited institution with ten years of relevant experience, or a university degree with twelve years of relevant experience.
  • Professional accounting certification from an internationally recognized body is an advantage.
  • Excellent knowledge of budgeting, financial reporting systems, and International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS).
  • Strong communication, people management, and interpersonal skills.
  • Experience in managing decentralized financial operations and a solid understanding of complex financial monitoring frameworks.

Educational Background:
Candidates must possess a Master’s degree in Business Administration, Finance, Accounting, or a related field from an accredited academic institution. Alternatively, a university degree in the same fields with additional years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
A minimum of ten years of progressively evolving leadership experience in financial management, including responsibilities for accounting, financial reporting, and analysis within an international or multinational environment. Candidates should have demonstrated experience in conducting financial analysis and feasibility studies, as well as a solid understanding of budgeting and financial reporting systems. Experience in field operations of similar-sized international organizations is an advantage.

Languages:
Fluency in English is required, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-5 level, indicating a professional role. The recruitment process is open to international candidates, and the selected candidate will be required to be mobile. The selection process may also be used to fill similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
