Job Overview: The International Operations Manager at UNFPA plays a crucial role in overseeing the operational functions of the organization within Syria. This position operates under the delegated authority of the UNFPA Representative and encompasses a wide range of responsibilities including financial management, human resources, procurement, IT, general administration, travel logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security management. The manager will lead strategic planning efforts, set management targets, and provide guidance on operational challenges, ensuring that the organization can respond effectively to emerging issues. The position requires a proactive approach to risk management and the ability to foster a collaborative and learning-oriented environment within the team.
Duties and Responsibilities: The International Operations Manager will be responsible for a comprehensive set of duties including:
Providing strategic direction for UNFPA operations, ensuring that all activities are carried out effectively and transparently.
Setting annual and long-term management targets for the Country Office and ensuring they are met.
Improving business operations through optimal techniques and processes.
Building the capacity of operations staff through coaching and mentoring.
Overseeing financial management, ensuring the integrity of financial systems and compliance with rules and regulations.
Managing general administration, including travel and logistics.
Ensuring high-quality service provision for procurement and project support services.
Coordinating common services with other UN agencies to enhance operational efficiency.
Ensuring the safety and security of UNFPA staff and premises, implementing security measures in compliance with UN policies. 1
Supervising the management of UNFPA assets and ensuring compliance with ICT policies. 1
Representing UNFPA in inter-agency meetings and promoting a client-oriented approach among operations staff.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in Finance, Public/Business Administration, Public Policy, or other relevant social sciences. They should have at least 7 years of relevant experience in development within governmental, multilateral, or civil society organizations, including a minimum of 3 years in senior-level management roles. Strong management and leadership skills are essential, along with a solid understanding of financial management, procurement, and general administration. Candidates should demonstrate the ability to lead strategic planning and results-based management, as well as possess excellent interpersonal skills to build relationships with clients and stakeholders.
Educational Background: An advanced university degree (Master's or equivalent) in relevant fields such as Finance, Public/Business Administration, Public Policy, or social sciences is required for this position. This educational background is crucial for understanding the complexities of financial and operational management within an international organization like UNFPA.
Experience: The position requires a minimum of 7 years of relevant experience in development, with at least 3 years in senior management roles. Candidates should have experience in a multicultural setting and demonstrate a strong understanding of the operational challenges faced by organizations in complex environments. Experience in humanitarian operations, data management, and finance is also highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of Arabic is desirable, particularly for the specific context of Syria. Additionally, knowledge of other UN languages would be beneficial for candidates being considered for the roster.
