Job Overview:
The Intersectional Procurement Manager plays a crucial role in defining and implementing the procurement strategy tailored to meet the needs of the Operational Centers (OCs) within South Sudan. This position is pivotal in mutualizing the supplier base and prices, promoting cost savings, reducing lead times, and enhancing availability and transparency in compliance with MSF protocols, standards, and procedures. The manager will work closely with various stakeholders to ensure that procurement strategies align with operational needs and that the procurement process is efficient and effective. The role requires a strategic mindset to identify procurement priorities and opportunities, ensuring that the procurement activities contribute positively to the overall mission of MSF in the region.

Duties and Responsibilities:
  • Analyze historical spending, budget, and forecasts provided by procurement focal points of the OCs to build a comprehensive mapping of spend, identifying procurement priorities and opportunities, including key suppliers and categories.
  • Collaborate with procurement focal points to define the intersectional procurement strategy, including categories to be managed at the intersectional level and develop an implementation roadmap.
  • Ensure smooth collaboration with OCs procurement focal points on all procurement-related topics, aligning OCs on procurement strategy and objectives.
  • Facilitate regular intersectional procurement meetings to discuss strategies and updates.
  • Involve OC procurement focal points in procurement processes led at the intersectional level, ensuring timely communication on issues, opportunities, or important updates.
  • For each category managed at the intersectional level, gather needs from the OCs and support them in aligning criteria for supplier selection processes.
  • Lead the sourcing and supplier selection process, involving OC procurement focal points in key decisions and technical referents as required by LOG/MED quality policies.
  • Set up shared contracts or agreements, ensuring relevant terms and conditions are endorsed by all OCs.
  • Monitor intersectional procurement activities, including contract terms, savings, lead times, and supplier performance. 1
  • Manage supplier relationships to ensure that the quality of products and services meets established standards. 1
  • Ensure the involvement of key stakeholders, including technical referents, for successful implementation of the procurement strategy. 1
  • Conduct market assessments and benchmark analyses to gather necessary information for the procurement strategy. 1
  • Provide technical support in the area of activity and coach OC staff to develop procurement best practices and capacity.

Required Qualifications:
The ideal candidate for the Intersectional Procurement Manager position should possess strong analytical skills, excellent communication abilities, and a strategic mindset. They should have a proven track record in procurement management, particularly in humanitarian or international development contexts. Familiarity with MSF protocols and standards is highly desirable. The candidate should also demonstrate the ability to work collaboratively with diverse teams and stakeholders, ensuring alignment and effective communication throughout the procurement process. Strong negotiation skills and experience in supplier management are essential, as well as the ability to conduct market assessments and analyses.

Educational Background:
A bachelor's degree in supply chain management, business administration, or a related field is required. A master's degree or additional certifications in procurement or logistics would be an advantage. The educational background should reflect a strong foundation in procurement principles and practices, as well as an understanding of the humanitarian context in which MSF operates.

Experience:
Candidates should have a minimum of 5 years of experience in procurement or supply chain management, with at least 2 years in a managerial role. Experience working in a humanitarian or international development setting is highly preferred. The candidate should demonstrate a strong understanding of procurement processes, supplier management, and strategic sourcing.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages, particularly French or Arabic, would be considered an asset and beneficial for communication with diverse stakeholders in the region.

This position is a fixed-term contract at 100% for a duration of 12 months, with a starting date in October 202
  • The compensation and benefits package will be aligned with MSF practices and will be based on the current package in the MSF entity establishing the contract. The successful candidate will typically be offered a contract in the MSF office of their country of residence at the time of application.
