Job Overview: The Project Officer (International Migration Law) will play a crucial role in supporting the Immigration and Border Governance (IBG) team at IOM Egypt. This position involves providing technical support to border management authorities in Egypt, focusing on the implementation of International Migration Law (IML) and related human rights frameworks. The officer will coordinate the implementation, monitoring, and reporting of action plans related to IML within the IBG programmes. They will also analyze the context of migration law in Egypt and contribute to the development of thematic reports and policies. The role requires collaboration with various stakeholders, including government entities and UN agencies, to enhance the capacity of border management authorities and ensure compliance with international standards. The Project Officer will also be responsible for delivering training and presentations on IML and related topics, conducting research, and maintaining strong working relationships with counterparts.
Duties and Responsibilities:
Coordinate the implementation, monitoring, and reporting on action plans related to International Migration Law within the IBG programmes and activities managed or implemented by IOM Egypt.
Document possible risks related to the implementation of the foreseen assistance to be provided under the IBG projects while considering the regional context, legal framework, and stakeholder analysis, and provide recommendations on necessary mitigation measures.
Contribute to the International Migration Law components, including those focusing on Human Rights, Humanitarian Law, and Refugee Law, in project activities related to supporting immigration and border management authorities.
Closely coordinate with IOM Headquarters, Regional Office, and other IOM country offices, as well as other UN entities and project implementation partners.
Analyze the context and developments in the area of International Migration Law in Egypt and the region and contribute to thematic reports and policies.
Deliver presentations and training modules to beneficiaries in the relevant thematic area.
Conduct research on assigned topics; draft and/or contribute to information sheets, presentations, training curricula, and thematic guidance notes.
Maintain strong working relationships with government and UN counterparts and provide technical input as necessary.
Assist in strengthening coordination efforts with government entities, embassies, implementing partners, UN agencies, and other stakeholders. 1
Supervise and provide training and technical guidance to project staff. 1
Undertake project-related duty travel as required. 1
Perform other relevant duties as assigned.
Required Qualifications: The position requires a Master's degree in Law, International Migration Law, Human Rights, Humanitarian Law, Refugee Law, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a University degree in the above fields with four years of relevant professional experience is acceptable. Candidates must have experience in legal professions, human rights, capacity building, and monitoring, as well as experience working in government, UN, or other international organizations. Experience in a multi-cultural setting and familiarity with the MENA region is an asset.
Educational Background: Candidates must possess a Master's degree in Law, International Migration Law, Human Rights, Humanitarian Law, Refugee Law, or a related field from an accredited institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. A University degree in the above fields with four years of relevant professional experience is also acceptable.
Experience: Candidates should have experience working in legal professions such as law enforcement, prosecution, or judiciary. Experience in human rights, including capacity building and monitoring, is essential. Additionally, experience working in government, UN, or other international organizations is required. Familiarity with the MENA region and experience in staff supervision and training are considered advantageous.
Languages: Fluency in English is required, both oral and written. Working knowledge of Arabic, French, and/or another official UN language (Chinese, Russian, and Spanish) is an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a Special Short Term Graded contract for up to 9 months, with an initial duration of 6 months. The recruitment is for a professional level position, and internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. The appointment is subject to medical fitness certification, accreditation, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
