The OSCE Project Co-ordinator in Uzbekistan (PCUz) is an integral part of the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE), which was established to promote peace, stability, and democracy in the region. The PCUz is dedicated to assisting the Host Country in its efforts to ensure security and stability, combat terrorism, violent extremism, drug trafficking, and other threats. The organization also supports socio-economic and civil society development, environmental protection, and the implementation of commitments made within the OSCE framework. The OSCE operates in multiple countries and employs a diverse workforce to achieve its mission.

Job Overview:
The Project Assistant will play a crucial role in supporting the Politico-Military Dimension (PMD) of the OSCE in Uzbekistan. This position involves assisting in the organization of various events such as conferences, roundtables, and workshops, which are essential for fostering dialogue and cooperation among stakeholders. The successful candidate will be responsible for compiling agendas, coordinating with implementing partners, and drafting various documents including reports and press releases. Additionally, the Project Assistant will monitor project implementation, provide administrative support, and conduct research on transnational threats and security issues in Uzbekistan. This role requires proactive coordination with different units within the PCUz and external stakeholders, ensuring effective communication and collaboration.

Duties and Responsibilities:
The Project Assistant will be tasked with a variety of responsibilities, including:
  • Organizing conferences, roundtables, workshops, and other events by liaising with counterparts and compiling necessary materials.
  • Drafting correspondence, reports, evaluations, and social media postings in English and local languages.
  • Providing administrative support by coordinating with relevant PCUz units, arranging procurement of services, and managing travel for staff and sponsored travelers.
  • Monitoring project implementation through the review of financial and programmatic reports, producing relevant project reports, and suggesting improvements.
  • Arranging program meetings, including venue bookings and preparing minutes.
  • Maintaining and updating files of reports and correspondence, ensuring proper classification and coding of materials.
  • Conducting research on ongoing issues related to transnational threats and security in Uzbekistan, and communicating with various stakeholders as required.

Required Qualifications:
Candidates must possess completed secondary education along with specialized training in humanities (such as law or human rights) or formal training in administration, accounting, and project management. A university degree may substitute for one year of work experience, while a second-level university degree may substitute for two years of work experience. Additionally, candidates should have a minimum of five years of experience in project management or program administration, preferably in an international context. Strong research skills and proficiency in computer applications such as Word, Excel, and PowerPoint are also required, with experience in ERP software considered an asset.

Educational Background:
The educational background required for this position includes a completed secondary education, with specialized training in relevant fields such as humanities, law, human rights, administration, accounting, or project management. A university degree may be considered as a substitute for work experience, allowing for flexibility in candidate qualifications.

Experience:
The position requires a minimum of five years of relevant experience in project management or program administration, ideally within an international environment. Candidates should demonstrate experience in project planning, implementation, and reporting, as well as the ability to conduct thorough research and gather information from diverse sources.

Languages:
Excellent oral and written communication skills in English, Russian, and Uzbek are mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of various documents and reports.

Additional Notes:
This position is a full-time, fixed-term contract with a monthly remuneration of USD 1,128.00, subject to social security deductions. The OSCE retains the discretion to re-advertise or cancel the vacancy and may offer appointments at different grades or durations. The position is open only to citizens of Uzbekistan, and late applications will not be considered.
