Job Overview: The Emergency - Programme Policy Officer position at WFP is crucial for supporting the implementation of emergency operations in Haiti. Duties and Responsibilities:
Support the formalization of agreements with WFP's implementing partners for emergency operations, managing the entire procurement process, including analyzing proposals and facilitating approvals.
Establish a system for analyzing agreements with partners based on objective criteria to aid decision-making during proposal review committees.
Provide support in managing emergency programs and ensure effective implementation of activities on the ground, coordinating closely with various units such as security" style="border-bottom: 1px dotted #007bff !important;">Security, Supply Chain, and Finance.
Monitor operational agreements with partners to ensure smooth field operations, identifying implementation risks and proposing relevant mitigation strategies.
Facilitate collaboration and information flow with cross-functional teams within the office to integrate technical support into emergency activities.
Conduct field visits to assess the effective implementation of activities and identify opportunities for improvement.
Participate in discussions on operational improvements for food distributions and cash transfers, supporting the development of tools for enhanced efficiency.
Prepare accurate and timely reports on emergency programs and activities to support informed decision-making.
Assist other units by providing necessary information for reporting, communication, and visibility processes. 1
Perform any other tasks as required by management.
Required Qualifications: Candidates must possess a Master's degree in international cooperation, political science, social sciences, or a related field relevant to international development or humanitarian affairs. A minimum of four years of professional experience in management, development, humanitarian work, or food security is required. Additionally, candidates should have experience in inter-institutional coordination with various humanitarian actors and at least two years of experience in challenging living conditions. Knowledge of cash transfer programs is desirable, along with strong analytical and writing skills. Familiarity with UN policies and procedures is a plus, as is the ability to work effectively in a multicultural environment.
Educational Background: A Master's degree is required in a relevant field such as international cooperation, political science, social sciences, or humanitarian affairs. This educational background is essential for understanding the complexities of humanitarian work and the challenges faced in emergency situations.
Experience: The position requires at least four years of professional experience in relevant fields, including management, development, humanitarian assistance, or food security. Candidates should have experience coordinating with various humanitarian organizations and government institutions, as well as experience working in countries with difficult living conditions. This level of experience is crucial for effectively navigating the challenges of emergency operations in Haiti.
Languages: Fluency in French is mandatory, along with a strong command of English. Knowledge of Haitian Creole is essential. Proficiency in these languages is necessary for effective communication and collaboration with local partners and stakeholders.
