Job Overview: The consultant will work under the guidance of the Section Head of the Safety Standards and Security Guidance Development Section (SSDS) within the IAEA's Department of Nuclear Safety and Security. The primary function of this role is to provide technical expertise and advice regarding the development of a long-term structure and plan for the Safety Standards. This includes the creation of an integrated action plan (roadmap) that outlines how to implement the strategic objectives of the long-term plan and the priorities identified by the Committee on Safety Standards (CSS) and the Safety Standards Review Committees. The consultant will play a crucial role in ensuring that the IAEA's safety standards and nuclear security guidance are comprehensive, coherent, and up-to-date, thereby enhancing the safety and security of nuclear operations globally.
Duties and Responsibilities: The consultant's duties will include offering expert technical guidance for the development of the integrated action plan for the IAEA Safety Standards, proposing recommendations for the review and revision of these standards in a prioritized sequence, and contributing to the revision and updating of the preparation process for the IAEA Safety Standards. Additionally, the consultant will provide technical expertise to improve mechanisms for collecting and analyzing feedback from the implementation of Safety Standards in Member States. The consultant will also support the organization and conduct of meetings within the SSDS, ensuring effective communication and collaboration among stakeholders.
Required Qualifications: Candidates must possess a university degree in science or engineering or a related field, with an advanced degree being an asset. A minimum of 7 years of experience in the field of radiation and nuclear safety is required, with a preference for experience in regulatory aspects of radiation and nuclear safety. Extensive knowledge and previous experience in nuclear and radiation safety are essential, along with experience in organizing technical and consultancy meetings. Excellent drafting and editing skills, including the preparation of presentations, are necessary. Experience in international organizations and knowledge of nuclear issues, science and technology, or development would be advantageous. Familiarity with IAEA safety standards is also a plus, as are excellent communication skills.
Educational Background: The educational background required for this position includes a university degree in science or engineering or a related field. An advanced university degree in these areas is considered an asset, indicating a higher level of expertise and understanding of the complexities involved in nuclear safety and security.
Experience: The position requires a minimum of 7 years of relevant experience in the field of radiation and nuclear safety. Candidates should have a strong background in the regulatory aspects of radiation and nuclear safety, as well as extensive knowledge and experience in nuclear and radiation safety practices. Languages: Proficiency in English, both oral and written, is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset, as it enhances communication with a diverse range of stakeholders and Member States.
Additional Notes: The consultancy offers a daily fee of up to a maximum of €200, depending on the candidate's qualifications and experience. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities lie with the incumbent, indicating that the consultant will need to manage their own health insurance and retirement savings.
