Job Overview: As a Programme Officer for Energy Security, you will play a crucial role in supporting the OSCE's energy security dialogue and project activities. This position involves analyzing current and emerging energy security issues, developing and implementing projects related to energy security, renewable energy, and energy efficiency, and overseeing the work of external experts. You will be responsible for ensuring that projects align with national and regional priorities, managing project deliverables, and facilitating dialogue on energy security issues. Your work will contribute to the OSCE's mission of promoting international security and stability through economic prosperity and cooperation on environmental problems.
Duties and Responsibilities: Your primary responsibilities will include:
Analyzing energy security issues across the OSCE area, identifying priorities, and designing effective regional activities and projects.
Leading the development, implementation, monitoring, and evaluation of Extra-budgetary (ExB) projects and Unified Budget (UB) activities, including preparing project proposals and managing expenditures.
Engaging with government officials and donor agencies to negotiate on energy security issues and coordinate donor input.
Appraising and adjusting program outputs to ensure consistency with energy security priorities and available resources.
Organizing meetings, technical seminars, and conferences to facilitate information sharing and best practices in energy security.
Preparing briefing papers, reports, and speeches for senior management on energy security issues.
Contributing to the Economic and Environmental Committee processes and follow-up activities.
Performing other duties as assigned by supervisors.
Required Qualifications: To be considered for this position, you must possess a second-level university degree in Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, preferably with a focus on energy. A first-level university degree combined with two additional years of relevant experience will also be accepted. You should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, preferably in an international context. Experience in managing donor-funded projects is essential, and recognized project management certification would be an asset. Excellent communication skills in English are required, and knowledge of other languages spoken in the OSCE region is advantageous.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations. Candidates with a first-level university degree and additional relevant experience may also be considered.
Experience: Candidates should have at least five years of professional experience in energy security or related fields, with a preference for those who have worked in an international environment. If you hold a first-level university degree, you will need a minimum of seven years of relevant experience. Experience in planning, implementing, and managing donor-funded projects is crucial for this role.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages spoken in the OSCE region is considered an asset and may enhance your candidacy.
Additional Notes: This position is a full-time, fixed-term role under an international secondment contract.
