Job Overview:
The Associate HR Co-ordinator is responsible for planning and coordinating human resource programs and interventions within the OSCE. This role involves working closely with senior officials and various stakeholders to ensure that HR actions are aligned with the organization's objectives. The Associate HR Co-ordinator will develop communication programs to promote HR management practices, coordinate the development of HR budgets, and ensure that HR interventions are coherent and consistent. The position requires a proactive approach to managing the employee lifecycle and supporting the development of a positive workplace culture. The Associate HR Co-ordinator will also be involved in drafting working documents, facilitating HR planning, and responding to audit recommendations related to human resource management.

Duties and Responsibilities:
The duties of the Associate HR Co-ordinator include coordinating HR actions for the timely appointment and assignment of senior OSCE officials, supporting the development of HR inputs to the Unified Budget process, facilitating cross-cutting HR planning, conducting assessments of human resource requirements for extra-budgetary projects, and responding to internal and external audit recommendations. The role also involves liaising with various stakeholders, monitoring timelines, providing guidance on procedural steps, and maintaining accurate records. The Associate HR Co-ordinator will perform other duties as assigned, ensuring that all HR actions are in line with OSCE policies and regulations.

Required Qualifications:
Candidates must possess a first-level university degree in human resource management, social studies, or a related discipline. A minimum of four years of professional-level experience in human resource management or public administration is required, with at least two years of experience if holding a second-level university degree. Candidates should demonstrate experience in coordinating among diverse stakeholders, knowledge of contemporary HR management issues, and proficiency in drafting business communications. Familiarity with project development methodologies and budgeting processes is advantageous. Strong digital literacy and excellent communication skills in English are essential, with knowledge of another OSCE official language considered an asset.

Educational Background:
The educational requirement for this position is a first-level university degree, which is equivalent to a Bachelor's degree, in human resource management, social studies, or a related field. A second-level university degree may reduce the required professional experience by two years, highlighting the importance of formal education in this role.

Experience:
The Associate HR Co-ordinator should have a minimum of four years of professional experience in human resource management or public administration. This experience should preferably be gained within an international organization, demonstrating the ability to navigate complex HR issues and coordinate effectively among various stakeholders. Experience in drafting and presenting business communications is also crucial for this role.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. Knowledge of another OSCE official language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders across the organization.

Additional Notes:
This position is classified as an international secondment and is open only to candidates from participating States. The contract type is fixed-term, with a full-time schedule.
