Job Overview: The WASHProject Officer will be responsible for implementing and overseeing WASH (Water, Sanitation, and Hygiene) activities in accordance with NRC policies, strategies, and donor requirements. This role involves preparing periodic status reports, ensuring proper documentation, and coordinating with relevant partners and stakeholders in the field. The officer will implement detailed project work plans, manage procurement and distribution of materials, and train the implementation team to enhance their capacity. Duties and Responsibilities: The WASH Project Officer will carry out a comprehensive set of duties, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing WASH activities according to established strategies and budgets; preparing and submitting periodic reports; coordinating with local authorities and WASH partners; training and developing the implementation team; collecting and analyzing beneficiary data; participating in budget development and project proposal drafting; supervising WASH project implementation in IDP camps; developing designs and cost estimates for WASH infrastructure; conducting mobilization and registration of beneficiaries; overseeing construction activities and ensuring quality; assisting in developing beneficiary selection criteria; and preparing timely progress reports for management. The officer will also be responsible for ensuring compliance with NRC procedures and policies throughout all project activities.
Required Qualifications: Candidates must hold a minimum of a Diploma or B.Sc. in Civil Engineering or a related field. They should have at least three years of experience working as a WASH Project Officer in a humanitarian or recovery context, particularly in South Sudan. Experience in managing WASH activities, including water supply rehabilitation, sanitation approaches, hygiene promotion, and cash-based initiatives, is essential. Candidates should demonstrate documented results related to the responsibilities of the position and possess strong organizational and logistical skills to operate effectively in challenging environments.
Educational Background: The educational background required for this position includes a minimum of a Diploma or Bachelor’s degree in Civil Engineering or a related field. This educational foundation is crucial for understanding the technical aspects of WASH projects and ensuring effective implementation of infrastructure and sanitation solutions.
Experience: The position requires a minimum of three years of relevant experience in a humanitarian or recovery context, specifically as a WASH Project Officer. Candidates should have a proven track record of successfully managing WASH activities, particularly in complex and volatile environments. Previous experience in South Sudan is highly desirable, as it provides valuable insights into the local context and challenges faced in implementing WASH interventions.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of local languages and Juba Arabic is considered an added advantage, as it facilitates communication with local communities and stakeholders. Proficiency in report writing and effective communication skills are essential for the role.
