Job Overview:
The Finance Officer position is crucial for supporting the EpiC Haiti Associate Director for Finance & Operations in managing the financial aspects of the project. This role involves ensuring compliance with financial regulations and policies set forth by the U.S. Government and FHI 36
  • The Finance Officer will be responsible for maintaining accurate financial records, preparing budgets, and providing financial reports to ensure that the project operates efficiently and effectively. The position requires collaboration with various stakeholders, including program staff and implementing partners, to ensure that financial practices align with project goals and compliance requirements. The Finance Officer will also play a key role in capacity building for sub-awardee staff, enhancing their understanding of financial management and reporting.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of responsibilities, including but not limited to: preparing and reviewing activity budgets and pipeline reports to ensure compliance with USAID/EpiC and FHI 360 standards; preparing monthly financial reports for submission; supporting the timely closure of financial reports; performing reconciliations for bank accounts, balance sheets, and vendor payments; assisting in the development of national and regional-level budgets; reviewing sub-awardee financial reports; conducting pre-award reviews for implementing partners; coordinating audits and ensuring implementation of audit recommendations; supporting procurement processes; reviewing payments for compliance with cost principles; and ensuring timely processing of statutory payments. The Finance Officer will also be responsible for maintaining effective communication with banks and other financial institutions regarding project-related financial matters.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in Finance, Accounting, or Business Administration with at least 8 years of relevant experience, or a Master’s Degree in a similar field with a minimum of 5 years of relevant experience. A professional qualification such as CPA or ACA is desirable. Candidates should demonstrate experience in financial management and reporting, particularly in the context of USAID-funded projects. Strong analytical and problem-solving skills are essential, as well as the ability to identify cost-saving opportunities and develop effective work plans. Familiarity with USAID policies and procedures, as well as experience working with NGOs and community-based organizations in Haiti, is highly desirable. Proficiency in Microsoft Office applications is required, along with strong report writing and documentation skills.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in Finance, Accounting, or Business Administration. A Master’s Degree in a related field is preferred, particularly for candidates with fewer years of experience. Professional certifications such as CPA or ACA are considered an asset and enhance a candidate's qualifications for the role.

Experience:
The position requires significant experience in financial management, with a minimum of 8 years for candidates with a Bachelor’s Degree or 5 years for those with a Master’s Degree. Experience specifically related to USAID-funded projects is crucial, as is a demonstrated ability to manage budgets, financial reporting, and compliance with regulatory standards. Candidates should also have experience in grants management and the ability to work collaboratively with various stakeholders.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, as these languages are essential for effective communication within the local context. Advanced proficiency in English is preferred, as it may be necessary for reporting and communication with international stakeholders.
