Job Overview:
The Technical Specialist (Housing Land and Property) will play a crucial role in providing technical support to IOM’s global shelter and settlement unit at headquarters and country offices. This position requires oversight of Housing, Land, and Property (HLP) interventions, ensuring that approaches are rights-based, responsive to community needs, and contribute to overall development objectives. The incumbent will manage the IOM HLP practice area, collaborating with multiple internal and external stakeholders to develop a strategic vision for the area. A significant portion of the role (at least 50% of the time) will involve acting as the HLP Focal Point to the Global Shelter Cluster, engaging with the Global HLP Area of Responsibility (HLP AoR), and supporting country-level clusters’ HLP and shelter actors. The Technical Specialist will lead priority initiatives to strengthen IOM’s HLP portfolio and foster strategic partnerships with humanitarian, development, and private sector stakeholders. This position also involves representing IOM in high-level global forums and engaging with donors to develop innovative solutions for strengthening security" style="border-bottom: 1px dotted #007bff !important;">security of tenure in contexts of displacement, returns, and resettlement.

Duties and Responsibilities:
The duties and responsibilities of the Technical Specialist (Housing Land and Property) include:
  • Providing technical support to IOM’s global shelter and settlement unit and overseeing HLP interventions.
  • Managing the IOM HLP practice area and collaborating with internal and external stakeholders.
  • Acting as the HLP Focal Point to the Global Shelter Cluster and engaging with the Global HLP AoR.
  • Leading priority initiatives to strengthen IOM’s HLP portfolio and partnerships.
  • Assessing IOM’s capacity needs and providing technical expertise to Country Offices and partners.
  • Guiding IOM operations on the design and implementation of HLP-related interventions.
  • Representing IOM in global forums and inter-agency working groups.
  • Engaging with donors and partners to develop innovative solutions for tenure security.
  • Undertaking research and facilitating partnerships to advance policy development. 1
  • Integrating cross-cutting issues into Shelter and Settlements programming. 1
  • Undertaking duty travel as required and performing other assigned duties.

Required Qualifications:
The required qualifications for the Technical Specialist position include:
  • A Master’s degree in human rights, law, political science, or public administration with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
  • Accredited universities must be listed in the UNESCO World Higher Education Database.
  • Proven experience in land and property rights, claims recordation, and tenure security initiatives, particularly in humanitarian or post-crisis contexts.
  • Experience working with international organizations, government agencies, or NGOs in land and property rights, preferably in contexts of displacement and shelter programs.
  • Practical experience in multi-tasking, prioritizing, evaluating, and planning work independently.

Educational Background:
Candidates must possess either a Master’s degree in human rights, law, political science, or public administration with five years of relevant professional experience, or a University degree in the same fields with seven years of relevant professional experience. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
A minimum of five years of professional experience is required, specifically in land and property policy development, land tenure legislation, and land titling and registration initiatives. Candidates should have proven experience in land and property rights, particularly in humanitarian or post-crisis contexts, and experience working with international organizations, government agencies, or NGOs in relevant fields. Practical experience in multi-tasking, prioritizing, evaluating, and planning work independently is also essential.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Appointment is subject to certification of medical fitness, accreditation, residency or visa requirements, and security clearances. Vaccination against COVID-19 will be required for individuals hired on or after November 15, 2021, and this will be verified as part of the medical clearance process.
