Job Overview:
The position is within the Finance Department, which aims to contribute to the effective management of the association by ensuring the quality and reliability of financial information, the security" style="border-bottom: 1px dotted #007bff !important;">security of financial flows, and the efficiency of financial processes. The main objective of this role is to support field programs during peak activity periods, fill gaps, and train local teams. Additionally, the role involves contributing to cross-cutting issues within the Finance Department, particularly in improving internal controls and managing risks in the area of responsibility. The position is based at the headquarters in Lyon, with field missions comprising up to 50% of the time, lasting from one week to three months. The role typically involves a combination of remote support from headquarters and on-site presence.

Duties and Responsibilities:
The responsibilities include absorbing additional activities related to financial closure, reorganizations (mergers, closures, transfers), specific audits for high-risk donors, drafting proposals for donors, and implementing significant funding. The role also entails temporarily filling in for financial managers on the ground in cases of unexpected departures (due to illness, visa issues, recruitment delays, etc.). Training local finance teams on HI processes and tools for new arrivals or ongoing training is also a key responsibility. Other main duties include establishing or maintaining an appropriate financial organization and operational framework, ensuring compliance with local legislation and HI procedures, managing financial resources in accordance with internal procedures and donor requirements, and assisting the Program Director (DP). Each mission is linked to a specific program, with terms of reference validated by the DP, and requires rapid mobilization (minimum 15 days) for missions lasting from one week to three months.

Required Qualifications:
Candidates must have previously held a financial management position in an NGO and be familiar with donor regulations (ECHO, EU, OFDA, UNICEF, etc.). Proficiency in specific management tools related to the activity, as well as the ability to analyze and process accounting and financial information, is essential. Candidates should be adept at identifying dysfunctions and resolving issues, and possess strong capabilities to develop their collaborators.

Educational Background:
A relevant educational background in finance, accounting, or a related field is required, with a strong emphasis on practical experience in financial management within the NGO sector.

Experience:
Candidates should have substantial experience in financial management roles, particularly in field settings within NGOs. This includes a proven track record of working with various donors and managing financial processes in complex environments.

Languages:
Fluency in English, both oral and written, is mandatory for successfully carrying out the responsibilities of this position. Knowledge of additional languages may be considered an asset but is not required.

  • The position offers a cadre status, 34 days of paid leave, and 13 RTT days annually, along with a CET to help balance professional and personal life.
