Job Overview: The Consultant – Programme Officer (Psychosocial Peacebuilding) will be an integral part of the IOM team in South Sudan, contributing to the organization's mission of addressing the psychosocial needs of displaced populations. This role involves leading the development of a contextualized Guidance Note on Psychosocial Peacebuilding, which will include designing key definitions, behavioral frameworks, and practical tools tailored for field practitioners. The consultant will also conduct mixed-methods research to gather qualitative data on trauma-related behaviors and coping mechanisms among youth, integrating climate-conflict analysis into the research process. The position requires a strong focus on gender-sensitive analysis and meaningful youth engagement, ensuring that the voices of young people are included in all phases of the research. The consultant will work closely with local stakeholders and community actors to validate findings and co-develop recommendations, while maintaining a conflict-sensitive approach throughout the process.
Duties and Responsibilities:
Lead the development of a contextualized Guidance Note on Psychosocial Peacebuilding in South Sudan, including key definitions and practical tools.
Design and implement a mixed-methods research process to collect qualitative data on trauma-related behaviors and coping mechanisms among youth.
Conduct site-specific climate risk assessments and analyze the intersection between environmental stressors and youth vulnerability.
Perform a gender-sensitive analysis to capture differentiated mental health needs and propose tailored interventions.
Ensure meaningful youth engagement, potentially forming a Youth Advisory Group for co-designed data collection.
Identify traditional mechanisms that contribute to psychosocial reintegration and resilience, considering gender norms and climate stressors.
Facilitate validation sessions with IOM teams and local stakeholders to review findings and co-develop recommendations.
Support the production of psychoeducational materials for community leaders to promote trauma-awareness and healing.
Maintain a conflict-sensitive and 'Do No Harm' approach throughout the research and guidance note drafting process.
Required Qualifications:
Master’s degree in humanitarian or development studies, economics, social development, or a related field from an accredited institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Professional experience in durable solutions, research, integrated programming, or displacement-related projects, ideally in fragile or conflict-affected settings.
Demonstrated experience in conducting research and analysis on durable solutions or related fields.
Proven ability to produce action-oriented analysis with clear recommendations on displacement-related issues.
Experience working with international organizations, UN agencies, or NGOs in recovery contexts.
Educational Background: Candidates must possess a Master’s degree in humanitarian or development studies, economics, social development, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. This educational background is essential to ensure that the candidate has a solid understanding of the complexities involved in humanitarian and development work, particularly in the context of South Sudan.
Experience: The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. Candidates should have professional experience in durable solutions, research, integrated programming, or displacement-related projects, ideally within fragile or conflict-affected settings. Demonstrated experience in conducting research and analysis on durable solutions or related fields is crucial, as is the ability to produce actionable analysis with clear recommendations on displacement-related issues. Proven experience working with international organizations, UN agencies, or NGOs in recovery contexts is also necessary.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by IOM in South Sudan. Strong communication skills in English are essential for effective collaboration with diverse stakeholders and for the production of high-quality written materials.
Additional Notes: The consultant is required to travel to Juba and field sites as part of their duties. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents or illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work.
