Job Overview:
The E T Consultant position within the World Bank's Digital Transformation Vertical Vice Presidency is designed for individuals who are passionate about leveraging digital technologies to enhance government services and improve the efficiency of government-to-person (G2P) payments. The consultant will play a crucial role in supporting the G2Px initiative, which aims to digitize G2P payments and improve service delivery for vulnerable populations. This role requires strategic thinking, operational management, and the ability to collaborate with various stakeholders to ensure the successful implementation of digital solutions that enhance financial inclusion and social protection programs. The consultant will be expected to contribute to the development of knowledge in the digital G2P agenda, facilitate country-level implementations, and advocate for best practices in the digitalization of G2P payments.

Duties and Responsibilities:
The consultant's responsibilities will include providing strategic and operational inputs to the G2Px initiative, managing day-to-day implementation, monitoring progress of G2Px grants, facilitating country engagement, contributing to knowledge development, and disseminating good practices. Specific tasks will involve translating strategic guidance into actionable programs, preparing progress reports for donors, maintaining project management tools, coordinating cross-sectoral solutions, developing analytical reports and policy briefs, and building strategic partnerships with donors. The consultant will also be responsible for synthesizing findings into accessible formats for various audiences and contributing to other programmatic work as required.

Required Qualifications:
Candidates must possess a Master's degree in Public Policy, Engineering, Economics, or a relevant technical discipline, along with a minimum of 8 years of experience in fields such as financial inclusion, gender, social protection, or digital development. Proven experience in program management and donor reporting is essential, as well as expertise in G2P payment processes and the challenges faced by recipients. Strong written and oral communication skills are required, with the ability to synthesize and present complex information effectively. Candidates should demonstrate excellent interpersonal skills and the ability to work collaboratively across teams, as well as independently when necessary.

Educational Background:
A Master's degree is required for this position, with a focus on disciplines relevant to public policy, economics, engineering, or other technical fields that align with the responsibilities of the role. The educational background should provide a strong foundation for understanding the complexities of digital development and social protection systems.

Experience:
The position requires a minimum of 8 years of relevant experience, particularly in the context of developing countries. Candidates should have a deep understanding of financial inclusion, social protection, and digital payment systems, along with demonstrated experience in program management and donor engagement. Experience in working with government entities and understanding the challenges of G2P payments is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank. Proficiency in additional languages such as French or Spanish is preferred, as it may enhance communication with diverse stakeholders and clients.

Additional Notes:
This position is a one-year appointment, with the possibility of renewal at the discretion of the World Bank Group. The maximum duration for an ET appointment is three years, and previous ET staff who have served in their third year are not eligible for future appointments.
