Job Overview: The HR Operations Section Chief and Team Lead position at the IMF is a critical role within the HR Operations Division, responsible for overseeing the administration of allowances for headquarters-based employees. The successful candidate will work under the general supervision of the Deputy Division Chief and will be tasked with reviewing and approving complex queries, administering allowance payments, and performing audits and reconciliations of benefits. This role requires leveraging extensive HR knowledge and strong project management skills to facilitate effective employee issue resolution, optimizing ServiceNow workflows, and managing work distribution. The candidate will also be responsible for ensuring compliance with Fund policies and maintaining high levels of customer satisfaction and service delivery performance. Duties and Responsibilities: The selected candidate will have a comprehensive set of duties and responsibilities, including: supporting the administration of HQ allowances such as EXA, EDA, SCA, CCA, and salary advances; ensuring accurate and timely processing of requests; maintaining the integrity of employee records; collaborating with FIN Payroll for financial transactions; observing policy and process controls; preparing and managing risk events; managing workflows related to employee requests; resolving complex customer inquiries; assisting in monitoring the MyHR (ServiceNow) case management system; defining responsibilities for HR Analysts; escalating issues as necessary; collaborating with COEs to streamline business processes; and performing other duties as assigned. The role requires a proactive approach to identifying opportunities for improvement and ensuring adherence to organizational policies and procedures.
Required Qualifications: Candidates must possess a combination of training and experience equivalent to the completion of secondary school education, supplemented by a minimum of four years of relevant experience. Additionally, candidates should have strong knowledge of HR policies, benefits, and allowances administration, as well as familiarity with accounting and payroll processes. A demonstrated track record in processing and approving complex allowances is essential, along with an understanding of fiduciary responsibilities and risk awareness. The ability to oversee and train junior HR Analysts, strong analytical capabilities, and proficiency in PeopleSoft and ServiceNow are also required. Excellent communication, interpersonal, and relationship-building skills are crucial for fostering collaboration across departments.
Educational Background: The educational background required for this position includes a secondary school education, with additional training or coursework in human resources, business administration, or a related field being highly desirable.
